Final trial of anti-tank guided missile NAG conducted successfully

New Delhi (NVI): Final user trial of third-generation Anti Tank Guided Missile (ATGM) NAG was successfully carried out today at 6:45 am from Pokhran range in Rajasthan. The missile is now ready for induction into the Army.

The missile was integrated with the actual warhead and a tank target was kept at designated range. This was launched from NAG Missile Carrier NAMICA. The missile hit the target accurately defeating the armour, the Defence  Ministry said in a statement.

ATGM NAG has been developed by DRDO to engage highly fortified enemy tanks in day and night conditions, the Ministry said.

The missile has “Fire & Forget” “Top Attack” capabilities with passive homing guidance to defeat all MBTs equipped with composite and reactive armour, it said.

The NAG missile carrier NAMICA is a BMP II based system with amphibious capability. With this final user trial, NAG will enter into production phase. The missile will be produced by Defence PSU Bharat Dynamics Limited (BDL), whereas Ordinance Factory Medak will produce the NAMICA.

Defence Minister Rajnath Singh congratulated DRDO and Indian Army for the successful trial of NAG Missile.

Secretary DDR&D & Chairman DRDO, Dr G Satheesh Reddy also appreciated the efforts of DRDO, Indian Army and Industry in bringing the missile up to the production phase.

New Delhi (NVI): The total number of coronavirus cases in India crossed the 77 lakh-mark and stands at 77,06,946 after 55,839 new cases were reported in the last 24 hours, according to the Union Health Ministry data.

The country’s death toll stands at 1,16,653 after 702 new fatalities were reported during the same period.

In worst-affected Maharashtra, the COVID-19 cases climbed to 16,17,658, followed by Andhra Pradesh with 7,93,299 cases, and Karnataka with 7,82,773 positive cases.

Amid tight security, voting underway in Leh for LAHDC polls

Srinagar (NVI): Voting for the crucial Ladakh Autonomous Hill Development Council (LAHDC) elections is underway across the Leh district in the Union Territory of Ladakh, officials said today.

An official said that the voting started at 8 am. He further said that elaborate security arrangements have been made and sufficient number of officials have been deployed at all the polling stations to ensure hassle-free voting.

As many as 94 candidates are in fray which includes 26 each from BJP and Congress while 19 candidates are fighting on Aam Aadmi Party ticket and 23 are independent.

Additional deputy commissioner Leh, Sonam Chosjor told NVI that people are coming out in large numbers to exercise their franchise. “Elaborate security and administrative arrangements are in place for smooth conduct of polls,” he said.

A member of BJP said that Member of Parliament (MP) Jamyang Namgyal early this morning casted his vote at his native area in Leh.

Pertinently, LAHDC polls are being held for the first time after Ladakh was declared as UT on August 5, 2019. Dozens of union ministers took part in campaigning in Leh recently to seek votes for the BJP.

Coronavirus cases exceed 41 mn worldwide; France tally tops 1 mn

New Delhi (NVI): More than 41.1 million people have been infected by coronavirus worldwide, with over 11,30,000 deaths reported, according to Johns Hopkins University tally. More than 28 million patients have been cured and recovered from the deadly contagion globally.

France has become the second country in Western Europe to record more than 1 million coronavirus infections. The current total is 1,000,357. The country has recorded 34,075 deaths.

In the US, the total number of coronavirus cases have exceeded 8.3 million while the total number of fatalities have surpassed 2,22,000 in the country.

Brazil, remains number one COVID-19 affected country in Latin America with nearly 5.3 million cases. The country’s death toll stands at 1,55,403.

The number of confirmed coronavirus cases in Germany rose by more than 10,000 in a single day for the first time. The country recorded 11,287 new cases in its daily update for a total of 3,92,049. The reported death toll rose by 30 to 9,905, the tally showed.

Italy registered a record of 15,199 new Covid-19 infections in the last 24 hours, its highest daily increase in coronavirus cases since the beginning of the pandemic.

The UK reported a daily record of 26,688 coronavirus cases, bringing the tally of lab-confirmed infections to 789,229.

Jordan has reported 2,648 new Covid-19 cases, its highest daily number since the start of the pandemic, as the country faces a major outbreak with a tripling of deaths in just the last two weeks.

Iran reported its highest daily number of cases since February, recording 5,616 new coronavirus cases for the previous 24 hours, bringing the national tally to 5,45,286 in the Middle East’s hardest-hit country.

India’s COVID tally surpasses 77 lakh-mark; death toll mounts to 1.16 lakh

New Delhi (NVI): India’s coronavirus tally crossed the 77 lakh-mark today and currently stands at 77,06,946 with a single-day rise of 55,839 fresh cases, Union Health Ministry confirmed.

The country’s death toll has reached to 1,16,653 with 702 fatalities reported during this period.

On Monday, India recorded less than 50,000 new infections of novel coronavirus cases for the first time in nearly three months and on Tuesday and Wednesday as well the country reported around 55,000 cases.

The continuous decline in the number of new cases has meant that, after two and half months, India has stopped reporting the highest number of cases in the world.

So far, 68,74,518 patients have been cured and recovered all over the country while active cases stands at 7,15,812. With this, the recovery rate further improves to 89.2 per cent.

In worst-affected Maharashtra, the COVID-19 cases climbed to 16,17,658, followed by Andhra Pradesh with 7,93,299 cases, and Karnataka with 7,82,773 positive cases.

Other states with a high virus hit included Tamil Nadu (6,97,116), Uttar Pradesh (4,61,475) and Delhi (3,40,436).

Meanwhile, of the total deaths, Maharashtra tops the tally with 42,633 fatalities, followed by Tamil Nadu with 10,780 deaths.

The death toll in the national capital surpassed to 6,128, while 3,10,191 patients have been cured and recovered so far, the healthy ministry data shows.

According to Indian Council of Medical Research (ICMR), a total 9,86,70,363 samples tested for COVID-19 up to October 20. Of these, 14,69,984 samples were tested yesterday.

Oct 22: The day invader Pakistan changed destiny of J&K

New Delhi (NVI): It was on this day in 1947 that Pakistan invaded Jammu and Kashmir and captured parts of it, thus becoming a claimant of some of the territories of the erstwhile princely state, albeit illegally.

The Pakistani aggression, in the garb of ‘kabaili raid’ (raid by tribals), was a violation of the Standstill Agreement of August 1947 that the then ruler of Jammu and Kashmir Maharaja Hari Singh had signed with Pakistan as well as India, as he was undecided on which dominion to join.

Pakistan has been claiming that the aggression was not initiated by it and that it only intervened after “uprising” and “bloodshed” in some areas of Jammu and Kashmir like Mirpur.

However, this claim is a fake one as the Pakistani machinations are exposed by a letter dated October 12, 1947, written by K H Khurshid, who was then the Private Secretary of Pakistan founder M A Jinnah.

Khurshid had been sent to Jammu and Kashmir by Jinnah as a special envoy to assess the ground situation in the state and deliver a message of the Pakistani founder to various stakeholders as part of plan to merge the state with Pakistan.

After meeting “friends, acquaintances and stray visitors”, Khurshid wrote to Jinnah, giving his assessment of the prevailing situation. He suggested that Pakistan should think in terms of fighting as Maharaja Hari Singh was “dead against” accession to Pakistan and National Conference chief Sheikh Abdullah, who was then the most popular leader of Kashmir, too was not inclined to join Pakistan.

To give his assessment, he cited some of the speeches delivered by Sheikh Abdullah. Khurshid quoted Abdullah as saying, “I have personal grudges against Mr. Jinnah who called me ‘goonda’ and who said ‘Quit Kashmir’ was the cry of a few miscreants.”

The emissary also quoted Sheikh Abdullah as saying, “We will join him that supports our freedom demands but we have also to consider our economic position, our trade and commerce and other things. We will not be led by sentiments and I shall revolt if the Maharaja accedes to either Dominion without popular approval. Let us get our freedom first and then as free people we shall give our verdict in favour of one or the other dominion.”

Khurshid also wrote that Abdullah had “given it out privately that the Maharaja had expressed his willingness to accede to the Indian Dominion but Sardar Patel (the then Home Minister of India) refused and told the Maharaja plainly that if responsible government was not established in the State, they would not accept Kashmir’s accession. He then asks why cannot the Muslim League (led by Jinnah) do the same? The League has accepted the right of Rulers to decide the fate of the people.”

In the letter, the envoy said that “the Punjabi and Dogra Hindus of Jammu and the Kashmiri Pandits have sent a memorandum to the Maharaja asking him to accede to India. But the release of Abdullah (from jail) has brought about a change in them. They have now allied themselves with the National Conference. Of course, they are weathercocks and their only desire is to save their skins.

“In the light of the above, I am personally of the opinion, Sir, that Pakistan must think in terms of fighting (not to use war) as far as Kashmir is concerned. The other side has practically not only decided upon it but is ready for it.

“Diplomatic pressure has so far failed. The latitude that we have been giving has only served in misinterpreting us in the sense that Pakistan is regarded as weak and about to crash.

“Of course, we must go on trying as we are but we must not neglect the fighting side of it. Even if unity is established amongst Musalmans and even if a referendum is held and results in a favourable verdict for Pakistan, the Maharaja cannot be trusted for a moment to abide by it, nor the Indian Government with not accepting Kashmir’s accession in spite of an adverse verdict.

“All that Pakistan has to be ready for in such an eventuality is to supply arms and foodstuffs to the tribes within and without the State who are already sharpening their weapons. The local population can hardly carry on a peaceful movement for more than a fortnight. Successful strategy on behalf of Pakistan will leave the Maharaja with only some barren tracks of hilly south adjacent to East Punjab.

“This might sound fantastic but there is hardly any means of telling how the Maharaja is thinking. We should not be caught unawares, and the only way is to prepare ourselves to meet every eventuality.

“As regards how contact can be established between the people of the State and our people across the border, I may say, Sir, that Major Khurshid Anwar (of Muslim National Guards) is already in Rawalpindi and he can very well be trusted with the work of liaison as he belongs to the State and knows the frontier areas very well.”

The subsequent developments unfolded in tune with the suggestions made by Khurshid.

Ten days after the letter written by him, Pakistan started invasion with the clear motive of forcibly merging Jammu and Kashmir with Pakistan.

It involved looting, massacres and mass rapes of non-Muslim as well as Muslim population of J&K by the invading Pakistani forces as they marched towards the capital Srinagar.

According to estimates, around 40,000 people of J&K were killed by Pakistani forces.

Maharaja Hari Singh did not have a good fighting force, which anyway was small and hence no match to the invading forces. He immediately shifted from Srinagar to Jammu, which he thought was safer.

Meanwhile, Sheikh Abdullah mobilised thousands of Kashmiris to form a militia to fight against the Pakistani forces. The militia, which had even women cadres, were armed with guns and even agricultural tools and they put up a determined fight against the invading Pakistani forces.

However, they could not halt the advances of the rampaging Pakistani forces, who reached up to the outskirts of Srinagar and were on the verge of capturing the capital of Jammu and Kashmir.

Sensing that Pakistan was about to take control of Srinagar, Maharaja panicked and sent SOS to then government of India, headed by Prime Minister of India Jawaharlal Nehru, for help.

But he was told that the Indian government would not be able to help, since Jammu and Kashmir had not become part of the Indian union till then.

This prompted signing of the Treaty of Instrument of Accession on October 26, 1946, four days after the Pakistani invasion began. And the very next day, first contingent of Indian Army landed in Srinagar to begin the campaign to evict the Pakistani invaders from Jammu and Kashmir.

A full-fledged war ensued and the Indian Army gave a deathly blow to the Pakistani forces. However, while the Indian Army was in the process of pushing back the Pakistani forces, Nehru approached the UN Security Council with a complaint against Pakistani aggression.

On August 13, 1948 a resolution was passed with the UNSC mandating certain steps with the ultimate step being ‘plebiscite’ in the entire princely state of Jammu and Kashmir.

The first step in the UNSC Resolution, Pakistan was asked to immediately withdraw all its citizens from Jammu and Kashmir, after which India was mandated to reduce its forces to the minimum level required for maintenance of law and order.

Pakistan never implemented the first step, ensuring failure of the UNSC Resolution. Interestingly, the world body never punished Pakistan for non-compliance of its resolution.

On the other hand, Pakistan has always been presenting a distorted version of the UNSC Resolutions.

Cabinet’s approval of adoption of J&K Panchayati Raj Act a watershed moment: LG

Srinagar (NVI): Jammu and Kashmir Lieutenant Governor Manoj Sinha today said that the Union Cabinet’s approval of the adoption of J&K Panchayat Raj Act, 1989 is a watershed moment in the history of UT as a three-tier Panchayati Raj system will be put in place first time since 1947.

Pertinently, the Government of India has fully applied the 73rd Constitutional Amendment 1992 to the UT of J&K which was pending for the last 28 years. With this, all three tiers of Panchayati Raj Institutions shall be formed for the first time in the history of Jammu and Kashmir.

The Lt Governor said that a major and final legal requirement towards strengthening the grass-roots level democracy and the bottom-up approach towards planning and execution has been fulfilled and the historic step shall result in direct representation of people in the district level body through direct elections to 14 seats in the District Development Council (DDC).

A proper system of checks and balances through membership of directly elected members, Block Development Council chairpersons and MLAs in the District Development Council will ensure that the most genuine demands and needs of people are met, the LG said in an official statement here.

“After the adaptation of J&K Panchayati Raj Act, 1989, every district will have a District Development Council having jurisdiction over the entire district excluding Municipal areas. Every District Development Council will now have 14 directly elected members i.e., 280 directly elected BDC members in the whole UT. Every District Development Council shall consist of the directly elected members, the Chairpersons of all BDCs and members of the Legislative assembly from the district,” the LG said.

“Moreover, any person whose name is included in the electoral of any Halqa Panchayat of the district can nominate himself as a candidate for election to District Development Council,” the LG said.

After this development, every District Development Council will now have a Chairperson and a Vice-Chairperson who shall be elected by directly elected members of BDC. Further, there shall be reservations for SC/ST amongst the directly elected members on the basis of the proportion of the population. One-third of seats under direct election will be reserved for women,” LG Sinha added.

J&K Cricket Association scam: Farooq Abdullah again questioned by ED for 5 hrs

Srinagar (NVI): National Conference President Farooq Abdullah was today again summoned by the Enforcement Directorate (ED) and questioned for five hours as part of the investigations into the alleged multi-crore J&K Cricket Association scam.

The ED questioning took place on Abdullah’s 84th birthday. Sources said that the NC president reached ED’s Srinagar office at 11 am and was let go at 4 pm.

On Monday, the former J&K CM was grilled for seven long hours at ED office. He, however, had stated that he was clear. “Let ED do its job and I will do mine,” Abdullah had said.

Sources said that today, Abdullah had brought his lunch along and was allowed to take meals. On October 19, the NC chief had stated that he couldn’t have his lunch as there was no time to get the same.

Meanwhile, the National Conference has passed a resolution strongly condemning the “vindictive/coercive” action against President and MP, Srinagar, Dr Farooq Abdullah.

“We resolve that we strongly condemn the vindictive/coercive action against party president Dr Farooq Abdullah. We stand fully with our leader and his unity mission in J&K. Our resolve to fight for the rights of people of J&K is undeterred by such action,” read the NC resolution.

Party General Secretary Ali Muhammad Sagar presided over an extraordinary meeting at Party Headquarters Nawa-e-Subha, Srinagar which culminated with the passing of the resolution. All the senior and middle-rung party leaders were present at the meeting.

Russia offers START extension, US welcomes

New Delhi (NVI): The US and Russia are all set to take forward their last arms control pact for one year which calls for freezing the number of nuclear warheads for the given time  duration, as Washington has welcomed Moscow’s offer in this regard.

The US has welcomed a proposal by Russia to extend the agreement, days after the fate of the nuclear pact between the two most powerful countries in the world went into limbo.

US State Department spokeswoman Morgan Ortagus welcomed the Russian offer and said the US is ready to make a quick agreement.

“We appreciate the Russian Federation’s willingness to make progress on the issue of nuclear arms control,” Ortagus said in a statement. “The United States is prepared to meet immediately to finalize a verifiable agreement. We expect Russia to empower its diplomats to do the same,” she added.

In a statement issued yesterday, Russia said that it is ready to accept the US proposal to extend the New START Treaty for one year if Washington agrees to put forward no additional demands.

“Russia offers to extend the New START Treaty for one year and meanwhile is ready to jointly with the US undertake a political commitment to “freeze” for the above-mentioned period the number of nuclear warheads that each side possesses. This position of ours may be implemented only and exclusively on the premise that “freezing” of warheads will not be accompanied by any additional demands on the part of the United States,” the Russian Foreign Ministry said in its statement yesterday.

“Were this approach be acceptable for Washington, then the time gained by the extension of the New START Treaty could be used to conduct comprehensive bilateral negotiations on the future nuclear and missile arms control that must address all factors affecting strategic stability,” the Russian Ministry said.

Earlier, both Russia and the US had rejected each other’s offers regarding the New START treaty that expires in February.

The United States had last week rejected a Russian offer to unconditionally extend the pact for one year. It had conveyed that any proposal that did not envisage freezing all nuclear warheads – both strategic and tactical – was a “non-starter”.

The New START treaty was signed in 2010 by then US President Barack Obama and Russian President Dmitry Medvedev.

If the extension of the pact takes place successfully, then it will be a good sign for the strained relationship between the two countries. If it fails, then the main pillar maintaining the nuclear balance between them would collapse.

Extension of MIS scheme for procurement of apples to boost J&K’s economy: LG

Srinagar (NVI): Jammu and Kashmir Lieutenant Governor Manoj Sinha today said the Union Cabinet’s approval for the extension of the Market Intervention Scheme (MIS) for procurement of apples in J&K for the year 2020-21 will ensure optimum prices to the apple farmers and give necessary fillip to the UT’s economy.

“The scheme is a great relief for apple growers. It will provide a comprehensive insurance cover against any obstacle thus helping in stabilising the income of the apple farmers. It will also address all issues related to marketing and transportation, in addition, to provide optimum returns to apple growers” the LG said in a statement here.

The Lt Governor also observed that the government is committed to take forward the horticulture sector as it will contribute to the betterment of livelihood of apple growers.

“Since 12 LMT of apples can be procured under this scheme, besides ensuring profitability, it will also create rural employment through supplementary services such as packaging, transportation, etc.,” he added.

The scheme was launched for the first time in the history of J&K during September-2019. It was widely appreciated by the growers across J&K. The scheme stabilised the prices of the apple in the market and ensured to contain the distress sales.

Under the scheme, apple will be procured by National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED) directly from the growers/aggregators at optimum prices at 5 designated Collection Centres (Fruit & Vegetable Mandies) in Sopore (Baramulla), Parimpora (Srinagar), Shopian, Kulgam and Anantnag. The payment will be directly credited into the bank accounts of the growers through Direct Benefit Transfer (DBT) mode. The scheme, among other, will address all issues including marketing & grading of apples, procurement and storage. The scheme has been launched after taking into consideration the demands of Apple growers.

The Union Cabinet, chaired by Prime Minister Narendra Modi has also allowed NAFED to utilize Government Guarantee of Rs. 2,500 Crore for this operation. The losses, if any, to be incurred in this operation will be shared between the Central Government and UT administration of J&K on 50:50 basis.

Necessary infrastructure/facilities have been created at the designated Collection Centres for smooth operationalization of the scheme. Senior-level functionaries from Horticulture Department will be monitoring and supervising the procurement at the Mandis. Representatives from NAFED and National Horticulture Board will be associated with the procurement and other processes along with staff drawn from the Horticulture/Agriculture Department.
