J&K: Youth shot dead by unknown gunmen in Shopian

Srinagar (NVI): A youth was shot at in Nildoora area of South Kashmir’s Shopian district this evening by unknown gunmen and succumbed on way to Srinagar hospital later, police officials said.

According to a police official, suspected militants fired upon a youth identified as Subzar Ahmad Naiko in Nildoora village.

Subzar, who was working in the Rural Development Department (RDD), suffered serious bullet injuries and was shifted to district hospital for treatment from where he was referred to SMHS for advanced treatment.

However, he succumbed to injuries on the way to Srinagar hospital, the official said.

Medical Superintendent, SMHS Srinagar, Dr Nazir Choudhary said that he was brought dead to the hospital.

Subzar had received bullet injuries in his abdomen and thigh, he added.

Soon after he was attacked, a police officer said that security forces launched a hunt to nab the attackers.

Meanwhile, the police has registered a case under relevant sections of IPC at police station Shopian and further investigation has been taken up.

J&K’s Covid tally climbs to 73,014 with 14 more deaths, 824 new cases

Srinagar (NVI): Fourteen more people succumbed to the deadly coronavirus in J&K today while 824 fresh positive cases were detected, taking the total number of cases in the Union Territory to 73,014.

Of the total cases, 44,951 are from Kashmir and 28,063 from Jammu division. Officials said that among 824 new cases, 284 belong to Kashmir division while 540 are from Jammu division, adding that the total number of positive cases in Kashmir has reached 44,951 including 36,685 recoveries and 826 deaths.

The total number of positive cases in Jammu division has reached 28,063 including 17,582 recoveries and 320 deaths.

They said that the total number of active cases in J&K is 17,601 including 7,440 from Kashmir division and 10,161 from Jammu division.

With 1,408 more recoveries, the tally of total recoveries in the UT has reached 54,267 which is 74.32 percent of the total cases.

“Cases tested positive in J&K include 105 from Srinagar, 27 from Budgam, 26 from Baramulla, 33 from Pulwama, 18 from Anantnag, 09 from Bandipora, 44 from Kupwara, 13 from Ganderbal, 01 from Kulgam and 08 from Shopian in Kashmir division while as 540 from Jammu division include 337 from Jammu, 52 from Rajouri, 38 from Udhampur, 37 from Kathua, 11 from Doda, 29 from Samba, 10 from Poonch, 01 from Ramban, 14 from Reasi and 11 from Kishtwar,” officials disclosed.

In the last 24 hours, 14 persons who were tested positive for COVID-19 have died which include 03 from Kashmir division and 11 from Jammu division.

As per media bulletin, patients who have died include one each from Pulwama, Bandipora and Shopian in Kashmir division while 11 from Jammu division include seven from district Jammu, one from Udhampur, Doda, Samba and Ramban.

Apart from this, 5,70,333 persons in the UT are under observation while 15,721 persons have been kept under home quarantine. Besides that, 17,601 persons are in isolation.

According to the bulletin, 4,84,492 persons have completed surveillance period and 51,373 persons are under home surveillance.

So far, results of 15,81,606 samples are available out of which 15,08,592 have tested negative while 73,014 have tested positive. Among positive cases, 17,601 are active, 54,267 persons have recovered and 1,146 persons have died.

Companies Fresh Start scheme extended

New Delhi (NVI): In a major relief for companies, the Ministry of Corporate Affairs has extended the duration of several schemes till the end of the year 2020 in the wake of continued disruption caused by the coronavirus pandemic in certain parts of the country.

This will also provide greater ease of doing business. Finance Minister Nirmala Sitharaman’s office today said that the Companies Fresh Start Scheme 2020, which was introduced by the MCA and was valid from 1 April 2020 to 30 September 2020, has now been extended. The scheme aimed to enable companies to clear their previous defaults.

In addition, the scheme for relaxation of time for filing forms related to creation or modification of charges under the Companies Act, 2013, and the time for conducting EGMs through video conference or other audio-visual means has also been extended till December-end.

The  LLP Settlement Scheme 2020, has also been extended till the end of 2020, which was aimed at enabling the LLPs to settle their previous defaults.

July 18 Shopian encounter: J&K DGP says probe in final stages

Srinagar (NVI): The investigation into an alleged fake encounter in Shopian, in which three youths from Rajouri were killed, was in its final stage, J&K DGP Dibagh Singh said today while assuring that the probe will be fair and transparent.

J&K DGP’s comments came three days after IGP Kashmir Vijay Kumar said that DNA samples of parents of three youths from Rajouri district have matched with those killed in July 18 encounter at Amshipora in Shopian.

Talking to reporters at District Police Lines (DPL), Awantipore, Pulwama, DGP Singh said that SSP Shopian is himself monitoring the investigation process and very soon further details will be shared. “Our investigations are in the final stage and will be fair and transparent in nature,” the DGP said.

Army and police both are investigating the case on their part, the DGP said, adding that Army probe will complete in the next few days while as police investigation is also going.

Three families from Rajouri claimed that their three sons were killed in a fake encounter in Amshipora after which authorities ordered an inquiry. The photos of three youths killed in the encounter had gone viral on social media.

On September 18, in a brief statement, the Army had stated that the Shopian operation “contravened” the dos and don’ts of the Chief of Army Staff approved by the Supreme Court.

“The inquiry has brought out certain prima facie evidence indicating that during the operation, powers vested under the AFSPA 1990 were exceeded and the do’s and don’ts of Chief of Army Staff as approved by the Supreme Court have been contravened. Consequently, the competent disciplinary authority has directed to initiate disciplinary proceedings under the Army Act against those found prima-facie answerable,” the statement had said.

Soon after the Army’s statement, the families of slain youth had demanded immediate exhumation of the bodies of their loved ones for proper burial at Rajouri. The three families from Rajouri had identified their sons through pictures that went viral on social media. The army had ordered a court of inquiry while police and the administration had been probing the case separately.

On 25 September, police also confirmed that three persons in Amshipora were labours from Rajouri.

DGP Singh today further added that “we have managed to get some clues about Advocate Babar Qadri’s killing case and hopefully very soon J&K Police will be able to crack the case.” “We have already constituted a SIT in this regard and the probe is on,” he added.

Indian Rlys rolls out User Depot Module

New Delhi (NVI): The Indian Railways today rolled out User Depot Module (UDM) which will bring in transformational changes from manual working to digital working with real-time transactions and online information exchange among all stakeholders.

The UDM, developed by CRIS (Centre for Railway Information Systems) was rolled out digitally across all User Depots of Western Railway by P C Sharma, Member(T&RS), the Ministry of Railways said in a statement today.

This system will be implemented shortly across all Zones of Indian Railways. Railway’s supply chain up to Stores Depots has already been digitized, however, activities at user end are being done manually.

This will also ensure digitisation of complete supply chain, including user depots.

The system will facilitate economy, efficiency and transparency besides improved asset management. It will ensure improved service level and satisfaction to customers, the Ministry said.

Delhi Airport’s Terminal 2 to resume operations from Oct 1

New Delhi (NVI): As the number of domestic and international flights in the national capital scale-up, Delhi International Airport Limited (DIAL) has today announced to resume flight operations at Terminal 2 starting October 1, after six months of shutdown.

Currently only operating flights from Terminal 3, DIAL will shift domestic ops to Terminal 2 with GoAir and IndiGo initially operating flights.

While GoAir will shift the entire base to Terminal 2, IndiGo will only start Series 2000 flights from Terminal 2 as of now.

The resumption of operations at T2 will be with 96 air traffic movements (48 departures and 48 arrivals) per day and increase progressively up to 180 by end of October.

About 27 counters – 11 for GoAir and 16 for IndiGo – have been created to cater to the passengers of respective flights.

Terminal-2 of the Delhi airport will cater to 20 flight destinations including Ahmedabad, Amritsar, Bhubaneswar, Bhopal, Bengaluru, Cochin, Guwahati, Indore, Jammu, Lucknow, Chennai, Patna, Srinagar, Trivandrum, and Visakhapatnam among others.

The first flight scheduled from T-2 after reopening will be of Srinagar-bound Indigo aircraft that will depart at 6.25 AM, the DIAL stated.

Commercial operations of domestic and international flights were suspended on March 24 this year to contain the drastic spread of coronavirus pandemic in the country. However, on May 25, the government resumed domestic flights in an effort to ease economic activities.

As a result, T-3 of IGI Airport began operations in a calibrated manner.

Armenia, Azerbaijan forces clash over disputed territory for 2nd day; over 30 dead

New Delhi (NVI): The forces of Armenian and Azerbaijan continued fighting for a second day over the disputed territory of Nagorno-Karabakh, with both sides accusing each other of using heavy artillery.

According to the reports, at least 15 additional soldiers were killed in the breakaway region of Nagorno-Karabakh, bringing the total death toll to over 30 as the fighting entered a second day.

The world leaders have urged a halt to the fighting between Azerbaijan and the Armenian rebels after clashes erupted yesterday.

United Nations Secretary-General Antonio Guterres has also condemned the heavy fighting and expressed regrets for “the loss of life and the toll on the civilian population,” his spokesperson said in a statement.

Guterres called on all sides in the conflict “to immediately stop fighting, de-escalate tensions and return to meaningful negotiations without delay,” the statement said, adding that he will speak to the President of Azerbaijan and the Prime Minister of Armenia.

Guterres reiterated his full support for the role of the OSCE Minsk Group Co-Chairs, a role he said was very important, and urged “the sides to work closely with them for an urgent resumption of dialogue without preconditions.”

Armenia and Azerbaijan declared martial law and troop mobilizations yesterday amid fighting over Nagorno-Karabakh, a disputed, primarily ethnic Armenian enclave in Azerbaijan.

“Get ready to defend our sacred homeland,” Armenian Prime Minister Nikol Pashinyan said as the clashes erupted.

Reportedly, about two dozen people, including civilians, were killed and over 100 wounded.

Armenia accused Azerbaijan of attacks on civilian settlements in the disputed region, as per reports in foreign media.

In addition, the Armenian defense ministry said, “Our response will be proportionate, and the military-political leadership of Azerbaijan bears full responsibility for the situation.”

The ministry also said its troops shot down two Azerbaijan military helicopters and three drones after Baku’s forces began bombing the breakaway enclave, including its capital, Stepanakert.

On the other hand, Azerbaijan’s Defense Ministry said Armenian forces were shelling the town of Terter.

The defense ministry said it had launched a military operation along the Line of Contact between the two countries, to suppress Armenia’s combat activity and ensure the safety of the population.

It also confirmed the downing of only one Azerbaijani helicopter and said its crew had survived.

Soldier injured in Pak firing along LoC in J&K’s Kupwara

Srinagar (NVI): An Indian Army soldier was today injured as Pakistani troops violated the ceasefire in Machil sector of J&K’s Kupwara district by firing mortars and small arms, defence officials said.

They said that this afternoon, Pakistani rangers fired mortars and small arms in a bid to target forward posts of the Indian Army at Machil sector in Kupwara. “The own troops are giving a befitting reply,” said defence spokesman in Srinagar Colonel Rajesh Kalia. “A soldier sustained injuries in the CFV and has been evacuated to the army hospital, Srinagar where his condition is stable,” he added.

Locals living close to Machil sector in Kupwara said panic gripped the area and people locked themselves and their livestock to stay safe.

Todays’ CFV comes just a day after intense shelling took place in Nowshera sector of J&K’s Rajouri district.

Defence sources said that Pakistan started intense shelling post abrogation of Article 370 last year and resorts to frequent unprovoked ceasefire violations in both the regions of Kashmir and Jammu along LoC since then.

“The Indian army has been giving a befitting reply to Pakistan every time it violates ceasefire. Our troops are alert across LoC and are keeping a watch on every attempt made by the neighbour, be that ceasefire violation or an infiltration bid,” they said.

As per official records, since January this year, over 1,900 ceasefire violations have taken place in J&K, majority of them in  Poonch, Rajouri, RS Pura, Keran, Tangdhar, Machil and Uri sectors of the J&K UT. An army official said that it is the Pakistan army that violates the 2003 ceasefire pact every time. “We are always giving them a befitting response. There have been casualties on both sides,” he said, adding that “this year so far, there is a surge in CFV from across the LoC.”

Pertinently, after a long gap of over three decades, the government in the J&K UT has once again started construction of community bunkers in villages close to LoC in J&K. NVI was the first to report on the construction of community bunkers in Uri, Tangdhar and Gurez sectors of north Kashmir’s Kupwara, Bandipora and Baramulla district. The construction of almost 140 bunkers is in a full swing in areas close to LoC.

CSE lays down recommendation on vehicle scrappage for post-pandemic green recovery

New Delhi (NVI): India needs a well-designed vehicle scrappage policy to lower emissions, reduce environmental damages, and recover material from clunker as part of a post-pandemic new green deal, CSE experts said.

A new report released today by the Centre for Science and Environment (CSE) draws attention to what should be the critical parameters of an effective vehicle scrapping policy – even as the country awaits the notification of such a policy prepared by the Union Ministry of Road transport and Highways for Cabinet approval.

While speaking at a webinar for the release of CSE report, executive director-research and advocacy Anumita Roy Chowdhury said, “There is an enormous opportunity to turn this policy into an instrument for green recovery. Bharat Stage VI emissions standards and electric vehicle incentives are in place and polluted cities have included old vehicle phase-out as part of their clean air action under the National Clean Air Programme.”

“The new policy must leverage these opportunities to maximise emissions gains from replacement of end-of-life vehicles and recover material from the wasted clunkers for reuse and recycling,” she added.

The report titled ‘What to do with old vehicles: Towards effective scrappage policy and infrastructure’, states that the policy needs to link economic recovery and fiscal stimulus with replacement of older heavy duty vehicles with BSVI vehicles. For personal cars and two-wheelers, scrappage scheme should incentivise replacement with electric vehicles.

By 2025, India will have a monumental load of over 2 crore old vehicles nearing the end of their lives. These, along with other unfit vehicles, will cause huge pollution and environmental damage.

Advent of the BSVI emissions standards and the electric vehicle programme are an opportunity to renew the fleet with significantly cleaner vehicles.

BSVI heavy duty vehicle are designed to emit 35 times less particulates compared to BS-I vehicles.

India has the opportunity to accelerate fleet renewal based on BSVI standards and zero emissions requirements to maximise public health benefits and material recovery. Designed well, this can ensure green recovery from the pandemic and lead to a long-term policy framework for environmentally sound vehicle end-of-life management practices.

The key highlights of the CSE assessment are:

Old vehicles – uncertain numbers: It is difficult to arrive at definitive numbers for older and end-of-life vehicles, as the vehicle registration database in India is cumulative and not corrected for retirement and scrappage. A CPCB-GIZ study of 2016 estimates that as of 2015, there were more than 87 lakh end-of-life vehicles andthis would increase to 2.18 crore by 2025.

Age profile of the Indian fleet: A survey carried out in 2015 in six cities found that 13 per cent of trucks, 8 per cent of buses, 5 per cent of three-wheelers, 3 per cent of cars and 7 per cent of two-wheelers were above the 15-year age limit. Moreover, if a broad retirement curve of 20 years for vehicles is considered, then — as of 2018 — about 69 per cent of the total registered vehicles are expected to have survived. The growing fleet of obsolete vehicles poses serious threats to the environment and public health. Cities are already facing problems due to old, junk and abandoned vehicles.

High pollution potential of older vehicles: In its consultation note of 2018, the MoRTH had mentioned that although commercial vehicles (such as trucks and buses, taxies and three-wheelers etc) constitute only about 5 per cent of the total fleet,they contribute nearly 65-70 per cent of the vehicular pollution. Of these, the older commercial vehicles, typically manufactured before 2000,account for 15 per cent of the total vehicular pollution as these pollute 10-25 times more than a modern vehicle. Fleet renewal of heavy-duty vehicles based on BSVI emissions standards can give significant benefits.

Fiscal stimulus package for green recovery: CSE’s new report argues that to maximise emissions gains from this initiative, it is important to prioritise the scrappage of old heavy-duty vehicles and replace them with BSVI vehicles. Also, if the stimulus package is extended to personal vehicles (two-wheelers and cars), then the public incentive programme along with voluntary incentives from the industry should be linked with electric vehicles. This is needed as an accelerator to stay on course to meet the target of 30-40 per cent electrification of the fleet by 2030.

Also, for national-level implementation, additional criteria for identifying grossly polluting and unfit vehicles based on fitness and roadworthiness, damaged vehicles, emissions performance etc are needed to guide the nation-wide programme. Age caps can work in pollution hotspots.

Policies on junk vehicles evolving in India – need stronger steps to upscale scrappage infrastructure: Polices related to older vehicles have already started to evolve in India. Currently, Section 59 of the amended Central Motor Vehicle Act of 2019 provides for fixing of age and restrictions on the plying of unfit vehicles. But this does not specify the criteria for defining end-of-life vehicles yet.

On the other hand, the CPCB has taken the step to frame the ‘Guidelines on Environmentally Sound Facilities for Handling Processing and Recycling ELVs, 2019’ to minimise environmental hazards from the disposal of old vehicles. The notification of the Draft Vehicle Fleet Modernisation Programme is awaited. These need to be enforceable to scale up scrappage infrastructure across the country.

Tap the global learning curve on green recovery: It is important to draw lessons from the major vehicle producing countries. Despite the pandemic and the resultant economic slow-down, governments across the world — as in Europe – have continued to link their stimulus packages with the electric mobility programme for a green recovery (as in Germany, Spain, Italy and France). The temporary stimulus measures must be leveraged well to maximise emissions gains.

Newly recruited LeT terrorist arrested in J&K’s Pampore

Srinagar (NVI): Security forces today arrested a newly recruited Lashkar-e-Taiba terrorist who was missing since September 11 from Pampore area of Jammu and Kashmir’s Pulwama.

A police spokesman said that J&K police along with Army’s 50 RR and 185 battalion of CRPF arrested a newly recruited militant identified as Faisal Ahmad Dar, a resident of Khankah Bagh, Pampore affiliated with proscribed outfit Laishker-e-Toiba. “He was caught at Pampore near Konibal crossing,” the spokesman said.

He said that the militant had gone missing on September 11. He joined the militant ranks of Laishker-e-Toiba and was active in Anantnag, Awantipora and Pampore area, the spokesman added.

Pertinent to mention here that the Dar had uploaded his audio message on social media on 13 September wherein he had claimed to have joined the militant ranks and requested his parents not to look for him as he had “chosen his path.”

“Incriminating material of proscribed outfit Laishker-e-Toiba has been recovered from Dar,” the police spokesman said, adding that a case under relevant sections of Law has been registered at Police Station, Pampore.
