J&K: Work on 140 community bunkers in full swing at border villages

Abid Bashir

Srinagar (NVI): After a long wait, people living in shelling prone border villages, close to the Line of Control (LoC) in the three northern districts of Kashmir– Baramulla, Kupwara and Bandipora– have heaved a sigh of relief, as the construction of 140 underground community bunkers is in full swing.

Of the 140 bunkers, 50 will be constructed in Rampur sector (Uri/Boniyar) in Baramulla district, 30 in Gurez in Bandipora district and 60 in Karnah sector in Tangdhar area of Kupwara district.

Officials said that all these bunkers are being constructed in the border villages that are close to the Line of Control in a bid to prevent the loss of life during the intensive mortar shelling by Pakistan, which of late gained pace resulting in damage to life and property.

People living close to the LoC in Kashmir had been demanding community bunkers in their villages as Pakistan continues to violate ceasefire.

The community bunkers were sanctioned in early 1990’s by the then government after which a few were constructed and then the process was left mid-way. Since then, there had been a huge demand from the people living close to the LoC in three northern districts of Kashmir as many of them had decided to migrate, given the frequent exchange of firing between the India and Pakistan armies.

Officials said that the construction for underground community bunkers has already started which will comprise of two rooms and a washroom to ensure the safety of masses during cross LoC shelling.

They said that the construction will be completed this year. A top official in the Gurez area of Bandipora district said that the construction of 30 underground community bunkers is underway and at least 15 have been completed, and are ready to use while the remaining are being constructed on a fast track basis.

In Kupwara district, the officials said that the construction of around 120 bunkers was sanctioned but the absence of proper ground space has forced the administration to club the individual bunkers into underground community bunkers.

“The construction of 60 full-fledged underground community bunkers is underway in the villages close to LoC,” an official said.

A top official said that on a similar pattern, the construction of community bunkers is also underway at Keran sector. Sub Divisional Magistrate (SDM) Uri, Riyaz Ahmad said that the construction of community bunkers is underway and 50 will be completed in the first phase while the cost of a single bunker is Rs 10 lakh.

He said by the end of September, they should be able to complete the construction of 50 community bunkers.

“We have also proposed the construction of 175 individual bunkers but haven’t floated the tender yet due to some technical issues,” he said.

It may be recalled that border shelling has killed hundreds of people in Kashmir and Jammu region since 1990, and left scores handicapped. Besides, houses and livestock worth billions of rupees have also been damaged due to the shelling by Pakistan in J&K in the past 30 years.

As per the rankings, PM Modi has become the second most followed world leader on Twitter after the US President. PM Modi, with over 57.9 million followers, has seen his followers grow by 21 per cent year on year.

The Indian Prime Minister’s account reaches on average 40 million followers, or 70 percent of his followers with his tweets, twice as many as President Trump who only reaches an audience of 20 million or a quarter of his followers, according to this year’s Twiplomacy rankings.

PM Modi has moved up into the second position with 57.9 million followers, ahead of Pope Francis who has 51 million followers on his nine different language accounts.

According to the rankings, President Trump is also the most effective world leader on Twitter, since each one of his tweets garners on average 24,000 retweets, which is slightly better than Saudi King Salman who garners 23,573 retweets per tweet.

For the fourth year running, the US President is the most followed world leader on Twitter, with 81.1 million followers on his @realDonaldTrump account which has grown by 33 percent year-over-year.

The Twiplomacy rankings have come up with many other interesting findings. For instance, among the foreign ministries, the US State Department is by far the most followed foreign ministry with 5,843,040 followers on Twitter. The foreign ministry of Saudi Arabia and the foreign ministry of India complete the top three with 2,708,727 and 1,461,097 followers, respectively.

Apart from that, as the novel coronavirus spread globally, COVID has become the most tweeted topic by world leaders during the first three months of 2020, as per the rankings by leading global communications agency BCW (Burson Cohn & Wolfe).

Heads of state and foreign ministers took to Twitter to share critical coronavirus information and encourage their citizens to “stay home” and “stay safe.”

Many leaders have been leading by example and updating their Twitter profiles, wearing a face mask and participating in the #SafeHands challenge. World leaders and diplomats also had to adapt to working from home and have been thrust into video conferences, making diplomacy truly digital.

The BCW Twiplomacy study 2020 focuses on how world leaders have tweeted during the coronavirus pandemic and how Twitter has tried to keep the chatter clean from disinformation.

“The coronavirus has been the main topic on Twitter for the past three months, and due to the worldwide lockdown Twitter has seen increased interest,” said Chad Latz, Chief Innovation Officer, BCW.

“It is therefore vital for world leaders to use channels like Twitter to reach out to their followers to spread critical health warnings and keep their followers abreast of the latest COVID-19-related information. As the pandemic abates in some countries, world leaders will find themselves with an expanded audiences for future engagement,” he added.

In other findings of 2020 edition of Twiplomacy, the governments and leaders of 189 countries had an official presence on the social network, representing 98 percent of the 193 UN member states. The governments of only four countries do not have a Twitter presence, namely Laos, North Korea, Sao Tome and Principe and Turkmenistan.

For the first time the Icelandic Foreign Ministry (@MFAIceland) tops the rankings of the best-connected foreign offices, mutually following 147 other foreign ministries and world leaders. The European External Action Service (@EU_eeas), the UK Foreign Office and the Russian Foreign Ministry are in second place mutually following 145 foreign ministries and world leaders.

Srinagar (NVI): This year’s Amarnath Yatra has been cancelled due to Covid-19 pandemic as a decision in this regard was taken today by Shri Amarnath Shrine Board (SASB) in a meeting, headed by J&K Lieutenant Governor Girish Chandra Murmu.

The Shrine Board said that after taking suggestions from all the quarters, it won’t be advisable to conduct the annual pilgrimage this year in the wake of the deadly pandemic.

The official announcement in this regard was made after LG Murmu chaired a crucial meeting through video conferencing in Srinagar in which all the members of SASB participated and put forth their views. NVI was first to report that LG Murmu was supposed to chair a crucial meeting this afternoon in which a final call whether to conduct the Yatra will be taken.

J&K Official spokesman, in a statement issued here, said that the Board deliberated the considered views of the Government on whether to conduct the Yatra. “The Government made reasoned observations supported by facts which suggested that it would not be advisable to conduct the pilgrimage 2020 and it would be advisable to cancel it this year in larger public interest,” the statement read.

It said that this would enable the Health, Civil and Police Administrations to focus on the immediate challenges facing them rather than diverting resources, manpower and attention to the conduct of the pilgrimage.

The statement further said that based on the circumstances, the Board decided that it is not advisable to hold and conduct this year’s Yatra.

“The Board is aware of and respects the sentiments of millions of devotees and to keep the religious sentiments alive, the Board shall continue the Live Telecast/Virtual Darshan of the morning and evening Aarti,” the official statement said.  “Further, the traditional rituals shall be carried out as per past practice. Also, the Chhadi Mubarak shall be facilitated by the Government.”

The official spokesman said that the health concerns are so serious that the strain on the health system, along with the diversion in resources to the Yatra, will be immense. “This would also unnecessarily put the Yatris at risk of catching the COVID-19,” he said in the statement.

The spokesman further said that LG Murmu, Chairman of the Shri Amarnathji Shrine Board (SASB), presided over 39th Board meeting of the SASB in which the Board members participated virtually through video conference to discuss the conduct of the Yatra 2020.

The meeting was attended by BVR Subrahmanyam, Chief Secretary, Bipul Pathak, CEO SASB, Anup Kumar Soni, Addl CEO SASB & senior officers of Shrine Board. Threadbare discussion was held on the current circumstances of COVID-19 pandemic and its likely impact on the Yatra.

The Board was informed that the arrangements were on track since February 2020, but due to nationwide lockdown and pandemic, State Executive Committee, J&K has still continued to keep religious places and places of worship closed for the public. These prohibitions continue till 31st July.

“The Board further discussed that pandemic has put the health administration system to its limit. The spike has been particularly very sharp in July. Health Workers and Security Forces are also getting infected and the focus of the entire Medical, Civil and Police Administration at the moment is on containing the local transmission of the COVID-19 pandemic,” the statement said.

Covid-19 has exacerbated existing humanitarian challenges in Africa: WHO

New Delhi (NVI): The coronavirus pandemic has exacerbated existing humanitarian challenges, particularly with regards to access to health services in many countries in Africa, WHO has observed while calling for greater COVID-19 health services in the continent’s humanitarian settings.

According to the global health organization, Sub-Saharan Africa is home to over 26 per cent of the world’s refugees. Long-running conflicts in regions like the Sahel have led to the closure of health facilities and the flight of health workers.

In Burkina Faso, 110 health facilities have been closed due to insecurity while services have been impaired in 186 others, leaving around 1.5 million people without adequate health car.  Similarly, in Mali’s central and northern regions, health services have been paralysed by persistent attacks.

In 2019 alone, 18 attacks on health facilities were reported.  So far this year, one health centre has been attacked, WHO said.

Dr Matshidiso Moeti, WHO Regional Director for Africa, said, “COVID-19 has exacerbated existing humanitarian challenges, particularly with regards to access to health services in many countries in the region.”

“With the pandemic, we have seen some humanitarian operations delayed due to lockdowns, curfews and the restrictions of movement for both personnel and cargo vital for COVID-19 response.”

WHO said crowded settings such as displacement camps can heighten the risk of COVID-19 transmission due to difficult access to clean water, leading to inadequate hygiene, and where physical distancing is almost impossible.

Meawhile, the United Nations system has activated health clusters in eight countries where the humanitarian situation requires support from the international community,

including Burkina Faso, Central African Republic, Chad, the Democratic Republic of the Congo, Ethiopia, Mali, Niger and South Sudan.

So far, information on COVID-19 transmission in humanitarian settings remains limited. As many as 18,00 COVID-19 cases have been reported in seven of these countries among the displaced, refugees, migrants or in areas affected by humanitarian crises. Due to the limited detection and testing capacity, the number is likely to be an under-estimate.

Moeti further said that, “WHO urges the humanitarian community and member states to increase support to the millions of people in dire need of assistance in the region.

“If we don’t step up health services, including testing, tracing, isolation, and care for people already living in precarious settings and displacement camps, COVID-19 could spark untold tragedy,” he added.

Apart from this, WHO has developed guidance on adapting COVID-19 mitigation in camp or camp-like settings, recommending health screenings for people arriving at collective sites and temporary isolation centres for suspected cases.

It advises that activities like food distribution or education be adjusted to limit mass gatherings and strengthen infection prevention and control.

Therefore, WHO is working with the United Nations Office for the Coordination of Humanitarian Affairs, the UN Refugee Agency (UNHCR) and other operational partners.

It is to raise awareness about COVID-19 among vulnerable populations, distribute medical supplies and implement preventive measures such as handwashing stations.

These efforts are also underway to strengthen surveillance, train health workers, establish telehealth centres, and test and care for people who contract the disease.

Whereas, the United Nations is implementing the Global Humanitarian Response Plan for COVID-19 to fight the pandemic in countries facing humanitarian situations.
