Hub set up for Arjun tank at Jaisalmer  

Jaipur (NVI): India’s Main Battle Tank (MBT) Arjun now has a hub in Jaisalmer, providing boost to the operational availability of the indigenous weapon system.

‘Arjun Hub’ will provide a platform for speedy and focussed repairs of the tank. It will integrate the users, defence public sector undertakings, research and development agencies and Original Equipment Manufacturers (OEMs) towards providing timely repair of complex system of the tank.

Inauguration of the hub in Jaisalmer Military Station marks a significant step towards Indian Army’s effort to develop an all-encompassing and inclusive ecosystem to provide impetus to Public-Private-Partnership towards enhancing operational availability of the Main Battle Tank Arjun.

Hindustan Vehicles Factory has been nominated as the lead agency by Ministry Of Defence (MoD) in carrying out the repairs of the vital points of the Main Battle Tank.

In February last year, the Army had accepted an upgraded version of the Arjun tank, having better firing and mobility. The month-long validation trials were held in Rajasthan.

The improved version of the battle tank was designated as Arjun MK1-A MBTs. The new version reportedly has a total of 14 new upgrades over the existing version.

PM to visit Kolkata tomorrow

New Delhi (NVI): Prime Minister Narendra Modi will be on a two-day visit to Kolkata from tomorrow during which he will inaugurate four refurbished heritage buildings and attend some other programmes.
The heritage buildings are the old currency building, the Belvedere House, the Metcalfe House and the Victoria Memorial Hall.

The Union Ministry of Culture has renovated these 4 iconic galleries and refurbished them with new exhibitions while curating the old galleries.

The Prime Minister will also participate in the grand sesquicentenary celebrations of the Kolkata Port Trust.

He will be handing over a cheque of Rs 501 crore towards final installment to meet the deficit of pension fund of retired and existing employees of the Kolkata Port Trust.

At the event, the Prime Minister will be felicitating two oldest pensioners of the Kolkata Port Trust — Nagina Bhagat and Naresh Chandra Chakraborty, who are aged 105 and 100 years, respectively.

Modi will also inaugurate Kaushal Vikas Kendra and Pritilata Chhatri Avas for 200 Tribal girl students of Sunderbans, a project undertaken by KoPT with Purvanchal Kalyan Ashram, Gosaba, Sunderbans affiliate to Akhil Bharatiya Vanvasi Kalyan Ashram during the visit.

PDP State Secretary Mir Samiullah resigns

Srinagar (NVI): Senior leader and state secretary of Peoples Democratic Party (PDP) Dr Mir Sammiullah, has tendered resignation from his basic membership of the party.

In a statement issued here, Dr Sammiullah has said: “I tender resignation from the basic membership of PDP because the party has failed to rise up to the needs and expectations of masses.”

The statement further reads, “The Party (PDP) has been in complete disarray since last two years and with such disharmony and confusion within party lines, it is impossible for a party to represent common masses.”

He has added: “The hopes with which I had joined the party are completely shattered and I find no reason to continue being in this party. I will continue to serve common masses of Pulwama and whole state in all the ways I can.”

The development comes after PDP expelled nine members for meeting LG Murmu and envoys of 15 countries.

SC directs J&K to review curb on internet

New Delhi (NVI): The Supreme Court today directed the Jammu and Kashmir administration to review all restrictions, including a ban on internet, imposed in the Union Territory after the abolition of Article 370 in August last year.

Hearing a bunch of petitions, the apex court observed that indefinite suspension of internet indefinitely is a violation of telecom rules and right to expression.

The top court directed the administration to restore internet services in all institutions like hospitals and educational centres.

A bench of Justices N V Ramana, R Subhash Reddy and B R Gavai was hearing petitions, including those filed by Congress leader Ghulam Nabi Azad and Kashmir Times Executive Editor Anuradha Bhasin, challenging the restrictions imposed in Jammu and Kashmir.

Justice Ramana, while reading out the judgment said the freedom of internet is a right protected under Article 19(1)(a) and the right to profession and occupation enjoys the protection under Article 19(1)(g).

The bench observed that suspension of internet services indefinitely is impermissible and suspension can be temporary only. Any such order must adhere to principle of proportionality and such orders subject to judicial review, the top court said.

The Supreme Court has directed for the orders of suspension of telecom services and Section 144 orders to be reviewed by concerned authority within seven days and any future orders to be reviewed in a timely manner.

It said that section 144 of CrPC is a remedial and preventive measure and must be subject to test of proportionality and used only if there is a likelihood of violence and danger to public safety.

The petitioners have maintained that the restrictions had thrown life out of gear in the region and affected all sections of people, including farmers and daily wagers. They also questioned the curbs on internet and mobile communication and said this was affecting the lives of people.

The Centre, on the other hand, has justified the restrictions citing national security. It said that these were temporary measures in view of the prevailing situation in the region which was facing the brunt of cross-border terror.

Jammu and Kashmir has been facing a communication lockdown since August 5 last year when its special status, granted under Article 370, was abolished and the state was bifurcated into two Union Territories.

Temperature dips in Delhi again 

Delhi (NVI): Delhi witnessed further chill in weather today as the minimum temperature dropped to 5.3 degree celsius from 8.4 degree celsius recorded yesterday.

The maximum temperature  today is expected to be around 15.0 degrees celsius, according to the India Meteorological Department (IMD).

The weatherman stated that the temperature is expected to dip further over the next three days

It also forecast another spell of showers in Delhi-NCR around January 13 and 14 due to a fresh western disturbances.

Meanwhile, the overall air quality in the national capital today remained in the “poor” category.

According to System of Air Quality and Weather Forecasting And Research (SAFAR),the Air Quality Index (AQI) in the national capital stood at  215 which falls in the  “poor” category.

The worst affected areas are Dhirpur, Delhi University, Chandni Chowk, Pusa, Lodhi Road, Mathura Road, IGI Terminal 3 and the neighbouring Noida.

 

J&K: CII delegation meets LG, document on industrial growth released

New Delhi (NVI): A delegation of Confederation of Indian Industries, J&K on Thursday called on the Lieutenant Governor, Girish Chandra Murmu at Raj Bhavan in Jammu to discuss issues of development and economic growth in the Union territory.

The delegation led by CII Rajesh Sharma, J&K Chairman, congratulated the Lt Governor for the administration’s consistent efforts towards improving the overall environment for development of industrial sector and for making committed efforts for organizing the upcoming Global Investor’s Summit in J&K.

The delegation apprised the Lt Governor about its steadfast efforts and prime focus on the development of J&K’s priority sectors.

It also informed Lt Governor about the impediments that need to be immediately addressed for J&K’s holistic development. These include improving the road, rail and air connectivity, extension of freight corridors up to J&K, industrial package for local industries, promotion of food processing and agro-based industries, taxation issues, extension of rehabilitation benefits to all the stressed loan accounts.

The trade body also said that it was keen on collaborating with the Government by being a part of the advisory and consultation process to create the most conducive environment for the growth of Industrial Sector in J&K.

During the interaction on Thursday, the Lt Governor also released the CII document on “Agenda for Growth and Development for Union Territory of Jammu and Kashmir” and assured the delegation of necessary support from the Government for ensuring balanced development with focus on inclusive growth.

He informed the delegation that a robust and comprehensive industrial policy encompassing various aspects is in the offing which would address several unattended issues affecting the industrial growth and development in J&K.

J&K Govt accords sanction to ‘Road Accident Victims Fund’

Srinagar (NVI): The Jammu and Kashmir administration today accorded sanction to the creation of ‘Road Accident Victims Fund’ to provide immediate succour to the dependents of persons killed in the Union Territory. The UT administration also gave its nod to the issuance of relevant provisions for regulating the fund in this regard.

Principal Secretary Transport Department, Dr Asgar Hassan Samoon said that the aim of the fund is to introduce a welfare scheme for providing assistance to the legal heirs of the persons killed/injured in road accidents of passenger cum private vehicles including the vehicles owned by government/ corporation/ public sector undertaking, etc.

He added that 0.5 percent of the cost of the vehicle would be charged towards the fund as a one-time contribution at the time of registration of vehicle.

The order issued by the transport department reads that Corpus Fund with a minimum balance of Rs 1 crore only shall be created in the department and funds should be provided by the finance department.

Regarding the utilisation of the fund, Dr Samoon said that it will be specially used for payment of ex-gratia relief to the victims of road accidents in the Union Territory of Jammu and Kashmir.

A committee will be formed to grant the relief to the dependents with Administrative Secretary Transport as Chairman, Transport Commissioner, representative of Finance Department as members and Additional Secretary (Technical) Road safety council as Member Secretary of the committee, the order reads.

The order says that Rs 1 Lakh will be provided to the dependents in case of death of a person, Rs 75,000 in case of permanent disability, Rs 50,000 in case of grievous injuries and Rs 10,000 for minor injuries.

“The relief sanctioned by the appropriate authority shall be in addition to any other relief, if any, to be sanctioned by the Government or by any other authority under any law for the time being in force. These rules shall be applicable to hit and run cases also. In addition to the passenger victims, these rules shall be applicable to road users/pedestrians also,” it reads.

J&K DGP asks police to take strict action against rumor-mongers

Srinagar (NVI): Jammu and Kashmir Police chief Dilbag Singh today asked forces to take strict action against rumor-mongers who are trying to create panic in the Union territory and remain vigilant.

He said this while reviewing law and order, crime and security scenario in south Kashmir districts of Kulgam and Awantipora.

The DGP first visited Kulgam district where he was received by DIG SKR Atul Kumar Goel and SP Kulgam Gurinderpal Singh. At Awantipora, he was accompanied by DIG SKR and was received by the SP Awantipora Tahir Saleem. SSP of the respective districts apprised the DGP about the crime and security scenario of these districts.

Dilbag Singh, while addressing officers in these meetings said that Jammu and Kashmir Police along with other security agencies are fighting on multiple fronts including those against drug peddlers and crime. He added that people’s participation must be increased by interacting with civil society at different levels. While addressing police officers, he said, “Besides measures for maintaining peace and order in coordination with other security agencies, we must focus on tackling the crime against women, and weaker sections of society.

Appreciating the J&K Police personnel and security forces for neutralizing a militant in Awantipora, the DGP directed the officers to strengthen the ‘nakas’ (checkpoints) and augment the security grids to enhance the security for the citizens of the valley.

The DGP stressed on redressing the genuine grievances of the public and increasing the public outreach by organizing more & more community-based initiatives & programmes.

He also stressed for curbing the malpractice of drugs and directed that strict action has to be taken against the people involved in the drug trade.

The DGP said that PHQ, and other higher offices of the police wings have been consistently working on promoting more and more deserving personnel.

The welfare of the police personnel is among our top priorities, he said, adding that more and more welfare measures are being discussed at different levels to provide different benefits to personnel.

Nirbhaya: convicts file petitions

New Delhi (NVI): Two days after a Delhi court issued death warrant against four convicts in 2012 Nirbhaya gangrape and murder case, two of them today filed curative petitions in the Supreme Court.

The pleas were filed by Vinay Sharma and Mukesh, who along with two other convicts — Akshay Kumar and Pawan Gupta — are scheduled to be hanged on January 22 at 7 am in Tihar Jail.

If their curative pleas are dismissed by the apex court, they still have the option to file mercy pleas before President Ram Nath Kovind.

Nirbhaya, a 23-year-old girl, was brutally raped and murdered on the night of December 16, 2012, in a south Delhi area.

J&K: PDP expels 9 leaders for meeting foreign envoys, LG

Srinagar (NVI): The Peoples Democratic Party (PDP) today expelled its nine leaders for “violating the party interest” by meeting a delegation of foreign envoys here, saying their activities were against the “interests” of people of Jammu and Kashmir.

The expelled members included six leaders who met Jammu and Kashmir Lt Governor G C Murmu two days back.

Politicians, civil society groups, singers and activists today met envoys of 15 countries including Bangladesh, United States, Vietnam, Norway, Maldives, South Korea, Morroco, Brazil and Nigeria who visited Kashmir today to “assess the situation” after the abrogation of article 370.

Among the politicians were five leaders of the PDP — Noor Muhammad Sheikh, Javaid Beigh, Rafi Ahmad Mir, Majeed Paddar and Abdul Raheem Rather.

The PDP “stripped-off” basic membership of these leaders later this evening, saying their activities were against the “interests” of people of Jammu and Kashmir and party in particular.

“In the backdrop of what has happened after August 5, it has come to the notice that some of the party members have met these visiting envoys. It is against the very spirit and interests of Jammu and Kashmir for which the party stands,” PDP leader Suhail Bukhari said.

“These things were seen with great concern and disciplinary committee deliberated it and recommended stripping-off their basic membership,” he said.

Bukhari said the expelled members include those leaders who met the LG.

“This is something which should have been announced by our top leadership but since they are under detention, I have been given a mandate to communicate it to the media,” he said.

On January 7, Dilawar Mir of PDP, along with party members Zaffar Iqbal, Choudhary Qamar Hussain and Raja Manzoor Ahmad (PDP) had accompanied their ex-colleagues Ghulam Hassan Mir and Altaf Bukhari to submit a memorandum to L-G Murmu.

Party sources said the party was unhappy over the “anti-PDP activities” of these leaders and have been deliberating the course of action for the last two days.

“Finally today it was decided to expel them. All this has happened when the party is fighting for the rights of people,” they said.

The expelled leaders, however, claimed they don’t feel regretful of their acts, claiming that they took the move for “welfare of people.”

The PDP leaders who met Murmu have also defended their meeting with the Lieutenant Governor.

“In fact, we talked about the release of political detainees. If asking for restoration of statehood, protection of land and job rights, revival of tourism is wrong, then we are ready to bear any consequences,” said Dilawar Mir, who was a Horticulture Minister in PDP-Congress government.

Mir also dispelled “rumours” about forming a new political party or third front. “There is nothing like that. It was just a meeting and should be viewed like that only,” he said.
