India launches its own Innovation Index: K’taka, TN, M’rashtra ranked top three

New Delhi (NVI): Taking cues from Global Innovation Index, India has launched its own innovation index, mapping the innovation landscape of all its 29 states and seven Union Territories. The first such official index was released recently wherein Karnataka, Tamil Nadu, Maharashtra, Telangana and Haryana ranked as top five states.

The NITI Aayog has partnered with Institute for Competitiveness to come out with the maiden India Innovation Index (III) 2019. The Index was released by Aayog’s Vice Chairman Dr. Rajiv Kumar and CEO Amitabh Kant.

Chattisgarh, Bihar and Jharkhand are at the bottom of the index among states. Among north-eastern states, Sikkim, Himachal Pradesh and Uttarakhand have top the index while Delhi, Chandigarh and Goa have topped the list among union territories in the countries.

The idea behind the index, which has been developed over last one-and-a-half year, is to analyse innovation at state level. The index ranks the states based on their innovation capability, the challenges and opportunities that lie for states and actions needed by policy makers to foster innovation.

The index is based on seven pillars which include five enablers and two performance indicators some of which include human capital, investment, knowledge workers and knowledge output.

“Philosophy of naming and shaming states will help them to innovate,” NITI Aayog CEO Amitabh Kant said.

 

It may be noted that India has improved its ranking in the global innovation index by five places to 52nd in 2019 from 57th position last year.

Dr. Rajiv Kumar expressed hope that “the India Innovation Index would create synergies between different stakeholders in the innovation ecosystem and India would shift to competitive good governance.” Shri Amitabh Kant added that “India has a unique opportunity among its myriad challenges to become the innovation leader in the world.”

The study examines the innovation ecosystem of Indian states and union territories. The aim is to create a holistic tool which can be used by policymakers across the country to identify the challenges to be addressed and strengths to build on when designing the economic growth policies for their regions. The states have been bifurcated into three categories: major states, north-east, and hill states, and union territories/city states/small states.

Recognizing the role of innovation as a key driver of growth and prosperity for India, NITI Aayog with Institute for Competitiveness as the knowledge partner has released the India Innovation Index 2019. The study is an outcome of extensive research and analysis, which looks holistically at the innovation landscape of India by examining the innovation capabilities and performance of Indian states and union territories. The aim is to create a holistic tool which can be used by policymakers across the country to identify the challenges to be addressed and strengths to build on when designing the economic growth policies for their regions.

The index attempts to create an extensive framework for the continual evaluation of the innovation environment of 29 states and seven union territories in India and intends to undertake the ranking of states and UTs based on their index scores, recognise opportunities and challenges, and assist in tailoring governmental policies to foster innovation.

The India Innovation Index 2019 is calculated as the average of the scores of its two dimensions – Enablers and Performance. The Enablers are the factors that underpin innovative capacities, grouped in five pillars: (1) Human Capital, (2) Investment, (3) Knowledge Workers, (4) Business Environment, and (5) Safety and Legal Environment. The Performance dimension captures benefits that a nation derives from the inputs, divided in two pillars: (6) Knowledge Output and (7) Knowledge Diffusion.

The index presents the latest findings and highlights the regional catalysts and caveats for promoting innovation readiness. The Report offers a comprehensive snapshot of the innovation ecosystem of 29 states and seven union territories. It also includes a section on state profiles covering 33 indicators looking at the different facets of innovation in India.

The index shows that the innovation ecosystem of the country is strong in south and western parts of India. In fact, three of the top five major states are from southern India. Delhi and Haryana seem to be an exception to this rule and seem to be doing well on the Index. Thus, there seems to be a west-south and north-east divide across the country.

The states have been bifurcated into three categories: major states, north-east and hill states, and union territories / city states / small states. Karnataka is the leader in the overall rankings in the category of major states. Karnataka’s number one position in the overall ranking is partly attributed to its top rank in the Performance dimension. It is also among the top performers in Infrastructure, Knowledge Workers, Knowledge Output and Business Environment.

Among the category of major states, Maharashtra performs the best in the dimension of Enablers. This implies that it has the best enabling environment for innovation, even though the state comes in at the third position in the overall innovation index.

The broad level learnings and some policy imperatives at the national level include increasing the spending on research and development, improving the capability of top rung educational institutions in the country to produce greater innovation outputs. There is also a need for greater coordination and collaboration between the industry and educational institutions for enhancing innovation capability. A collaborative platform consisting of all the stakeholders of innovation – innovators, researchers, and investors from the industry should be developed. This will help in strengthening the industry-academia linkages and will ease the process of technology transfer by providing a platform for innovators to showcase their inventions.

At the state level, broad level key learning includes forming policies at the state level that seek to improve the innovation and entrepreneurial ecosystem. Cluster development programs are also an area in need of greater coordination and can benefit from a more open collaborative approach. Also, the industrial policies at the state level should focus more on innovation. At present only a few policies exist for innovation even in the most innovative states and union territories.

Negative economic trend continues as Q1 commercial credit dips by 2.6%

Mumbai/New Delhi (NVI): India may have emerged as a global bright spot in an otherwise gloomy economic scenario across the world despite IMF projecting a lower growth rate of 6.1 per cent for this fiscal, but the negative trend at home continues to bog it down. In the latest bad news, commercial credit demand in the country has contracted 2.6 percentage points to Rs 63.80 lakh crore in the June quarter over the three months to March period. This was accompanied by a steep deterioration in asset quality, on official survey report said.

A joint survey report by the state-run Sidbi and Transunion Cibil said recently that the contraction has been across all the four segments of the commercial credit segment, including micro, small, medium, mid and large enterprises.

What is more worrying for policymakers is the fact that the slowdown comes after a sustained quarter-on-quarter steady growth in commercial credit demand over the past few years on one hand and on the other the quantum of non- performing assets surged across all the four segments despite the lower base.

The depressing dataprints come in at a time when growth has slipped to a six-year low of 5 percent in the June quarter as the private sector is averse to invest in new capacities as they are already saddled with under-capacity utilisation due to falling consumer demand.

Overall commercial credit stood at Rs 63.80 lakh crore as of June 2019 as against Rs 65.52 lakh crore in March 2019 and is up 10.4 percent compared to Rs 57.81 lakh crore as of June 2018.

Pakistan’s insistence on fee on pilgrims stalling pact on Kartarpur Corridor

New Delhi: Pakistan’s insistence on levying service fee on pilgrims who would be visiting Kartarpur shrine continues to stall an agreement on operationalising the corridor, prompting India to hope today that Islamabad would reconsider its decision so that a pact can be signed “in time for the great event” early next month.

“After several rounds of discussion with Pakistan, we have reached an agreement on all other issues, except the matter of Service Fee, ” External Affairs Ministry spokesman Raveesh Kumar said here.

“Pakistan insists on levying a fee of USD 20 (approx. Rs. 1420) on all pilgrims. We have urged Pakistan not to do so in the interests of devotees, and also because this is a people-to-people initiative, ” he said in a statement.

“We hope that the Agreement can be concluded and signed in time for the great event, ” Kumar said.

His response came after queries from the media whether Agreement on Kartarpur Sahib Corridor has not yet been finalized due to the Pakistani insistence that a service fee will be charged on all devotees who want to visit Kartarpur Sahib.

Kumar said the Kartarpur Sahib Corridor is an important people-to-people initiative taken by India to commemorate the 550th birth anniversary of Guru Nanak Devji.

India launches air service between Chennai and Jaffna 

Colombo (NVI): An air service between Chennai and Jaffna was launched today by India, which described it as yet another example of its commitment towards people-oriented development projects in Sri Lanka.

The inaugural flight ATR73-600 of state-run Air India’s subsidiary Alliance Air, carrying Indian dignitaries, landed at Jaffna airport from Chennai. This is Alliance Air’s first international flight.

The first flight landed as Sri Lankan President Maithripala Sirisena inaugurated the Jaffna International Airport.

Regular commercial flights between Chennai and Jaffna are scheduled to start from early next month.

Indian High Commissioner to Sri Lanka Taranjit Singh Sandhu hailed the commencement of short-haul air service and said the bilateral relations have now “truly touched the sky”.

Sandhu recalled the words of Prime Minister Narendra Modi, during his visit to Sri Lanka in 2015, in which he had said, “The future I dream for India is also a future that I want for our neighbours”.

It may be recalled that the Government of India had earlier extended grant assistance for the rehabilitation of runway and basic infrastructure at the Palaly Airfield under the MoU concluded in November 2005 with Sri Lankan government.

Both sides have also been working towards operationalization of regional commercial passenger flights from Jaffna.

The recent expansion of the airport along with setting up of ancillary facilities has been done by the Sri Lankan government.

The inauguration was also attended by Sri Lankan Prime Minister Ranil Wickremesinghe, Air India CMD Ashwani Lohani and Alliance Air CEO C S Subbiah.

Ayushman Bharat targets 50 cr beneficiaries: Jitendra Singh

New Delhi (NVI): Glorifying the progress of government’s flagship health assurance scheme Ayushman Bharat-Pradhan Mantri Jan Aarogya Yojana, MoS PMO Jitendra Singh said it is “World’s largest government funded health care program” targeting more than 50 crore beneficiaries.

Addressing the Asia Health- 2019 Conference, Singh said, “Ayushman Bharat is a unique and successful health insurance scheme launched by PM Narendra Modi in 2018, which has benefited over 50 lakh people and the government is taking health care protection to a new aspirational  level.  It is the “world’s largest government funded health care program” targeting more than 50 crore beneficiaries.”

The minister suggested that in a heterogeneous  and dynamic nation like India the fundamental priorities  need to be considered  while  determining  the  spectrum of healthcare and disease. We can not copy the West or other countries of the world in this connection.

“Though we need qualitative and quantitative changes in the health care sector but we should always keep in mind the disease spectrum and trait of dynamism occurring  in  India,” he added.

“India is evolving state and the disease and healthcare spectrum should be determined according to it,” he said.

Speaking about the data on health care in India, Singh said, “We need to do much more on it as the disease spectrum has changed a lot since the last 30-40 years. The diseases which were unheard in India in the past have become very much prevalent now a days like heart disease or diabetes etc.”

“Some of the diseases which were confined to some areas or States only are no longer limited to that area, the socio-cultural milieu does not determined the data on health care, therefore need to work on data collection is essential,” he added.

Meanwhile, he also emphasized  on the importance of  human interface in the healthcare sector, stating, “New technology is needed but there is no alternatives for human interface in the health care.”

“India is a younger nation as 70 per cent of its population is below the age of 40 years who will achieve the Prime Minister’s vision of making India a 5 trillion  economy by 2024. And for stopping this young  energy of the nation to wither away we have to concentrate on providing good health care system to them,” he said.

While concluding the address, he said, “We have to take care of preventive part of healthcare system in  India to get rid of the epidemics of the preventable diseases otherwise these diseases will continue to grow unless we evolve a system  targeting  the prevention part.”

Reddy participates in plogging drive against ‘Single-Use-Plastic’

New Delhi (NVI): After Prime Minister Narendra Modi’s initiative of plogging at Mamallapuram beach, MoS Home G. Kishan Reddy along with NDMC School students participated in plogging and tree plantation drive in Nehru park to curb the use of “Single-Use-Plastic”.

On the occasion, Minister has also administered the oath to school students, teachers, morning walkers and officials against ‘Single-Use-Plastic’.

Describing plastic as hazardous for the environment and humans, Reddy said, “Over usage of natural resources accelerate climate change and cause ecological imbalance on earth. It is a need of the hour that we use our natural resources in a balanced manner to protect our environment.”

“Plastic is hazardous for the planet and each human being is responsible to reduce it in day-to-day lives to save future of our generation,” he added.

Citing Prime Minister’s speech in his address, Reddy said, “Prime Minister of India has urged the nation from the Red Fort to reduce the single plastic in our lives and save environment. Accordingly, the protection of environment is not only the responsibility of civic bodies or government but it is the equal responsibility of every citizen and should make it a mass movement.”

He stressed upon the need for making more efforts for lessening air pollution level and maintaining ecological balance in New Delhi.

To spread awareness about ‘No to Single-Use Plastic’, the school children performed a very informative Nukkad Natak at the event.

Chief Secretary, Delhi cum officiating Chairman, NDMC Shri Vijay Kumar Dev was also present on the occasion.

Atomic energy dept organises programmes to mark Dr Sarabhai birth centenary

Mumbai (NVI): To mark the year-long birth centenary celebrations of Dr Vikram Sarabhai, the Departments of Atomic Energy and Space have organised a slew of programmes including lectures and science quiz.

The two-day programme began on October 17.

On October 18, an event will be dedicated to children, during which students invited from various schools across Mumbai will participate in an interactive session.

Besides lectures on nuclear energy and space sciences, other highlights of the day are science quiz, debate competitions and speeches.

During the curtain raiser, the contribution of Dr Sarabhai, who is considered as the father of Indian Space Programme, was remembered for his contribution for the Departments of Atomic Energy and Space.

Those present at the event included Dr Kasturirangan, (former Chairman, ISRO) Dr MR Srinivasan, (former Chairman, Atomic Energy Commission  & Secretary Department of Atomic Energy),  Surendar Sharma (former Chief Executive, Heavy Water Board) were also presented in the event.

India, Oman begin joint air exercise

New Delhi (NVI): The Indian Air Force (IAF) and Royal Air Force Oman (RAFO) began a joint air exercise ‘EX EASTERN BRIDGE-V’ at the Air Force Base Masirah on October 17, which will  also see the maiden participation of ‘MiG-29 Upgrade’ in an international air exercise overseas.

Besides MiG-29, the IAF contingent comprises of C-17 aircraft, on the other hand, RAFO will have Eurofighter Typhoon, F-16 and Hawk aircraft.

The fifth edition of the EX EASTERN BRIDGE will conclude on October 26.

According to a statement, the exercise will enhance inter-operability during mutual operations between the two Air Forces and will provide an opportunity to learn from each others best practices.

The participation of IAF in the exercise will also promote professional interaction, exchange of experience and operational knowledge. Besides strengthening bilateral relations, it will also provide a good opportunity to the air-warriors to operate in an international environment.

The last exercise, EX EASTERN BRIDGE-IV was held at Jamnagar in Gujarat in 2017.
