Jammu and Kashmir reels under sub-zero temperatures as 'Chillai Kalan' begins

Srinagar (NVI): With frozen water bodies and mountain streams, several parts in Jammu and Kashmir shiver under sub-zero temperatures as the 40-day harshest winter period -‘Chillai Kalan’- sets in.

The season’s coldest night was recorded in Kashmir as the temperature dipped to -6.8 degrees in Srinagar and -15 degrees at tourist resort Gulmarg.


With the further dip in night temperatures across Kashmir valley, the upper reaches wore an ice age look.

Meanwhile, most of the areas in Kashmir are facing a water crisis as the supply pipes froze last night.

However, despite extreme cold wave conditions, several tourists arrived at Gulmarg which is covered in snow and ice.

Interestingly, the world-famous winter tourist resort of Gulmarg has opened after over a year, as it was closed down after abrogation of Article 370 in August 2019, and again in February 2020 at the time of COVID-19 outbreak. The tourist destination is now witnessing a good flow of domestic tourists.

Seoul caps gatherings at four as South Korea logs highest daily COVID deaths

New Delhi (NVI): Authorities in South Korea’s capital, Seoul, and surrounding areas have banned gatherings of more than four people over the Christmas and New Year holidays as the country recorded its highest daily death toll from COVID-19.

Meanwhile, police raided venues suspected of violating social-distancing rules, according to media reports.

The new restrictions came as the Korea Disease Control and Prevention Agency (KDCA) reported 24 additional deaths as of midnight on Sunday, bringing the total death toll to 698. The country’s fatality rate is 1.38 per cent.

The South Korean government has resisted calls to impose a strict national lockdown but the governments of Seoul and the surrounding Gyeonggi Province and Incheon city today ordered unprecedented restrictions on gatherings from December 23 to January 3.

While addressing a media briefing, Seoul’s acting mayor Seo Jung-hyup said, “We cannot overcome the current crisis without reducing cluster infections that are spreading through private gatherings with families, friends and colleagues,” adding that, “This is the last chance to break the spread.”

The ban on gatherings applies to all indoor and outdoor functions except funerals and weddings. Currently, they ban gatherings of more than nine people.

Notably, the two cities combined and the province account for about half of South Korea’s 51 million residents.

South Korea’s total caseload now exceeds 50,000 – only 11 days since the country surpassed 40,000 – as the authorities struggle to contain a recent spike in cases.

Centre releases 8th tranche of GST compensation of Rs 6,000 cr to states

New Delhi (NVI): In a bid to bridge the Goods and Services Tax (GST) revenue shortfall, the Finance Ministry has released the eighth weekly instalment of Rs 6,000 crore to 23 states and 3 Union Territories under a special borrowing window today.

Out of this, an amount of Rs 5,516.60 crore has been released to 23 States and an amount of Rs 483.40 crore has been released to the 3 Union Territories (UT) with Legislative Assembly (Delhi, Jammu & Kashmir & Puducherry) who are members of the GST Council, according to a statement released by Ministry of Finance.

The remaining 5 states, Arunachal Pradesh, Manipur, Mizoram, Nagaland and Sikkim do not have a gap in revenue on account of GST implementation, the statement added.

The Government of India had set up a special borrowing window in October, 2020 to meet the estimated shortfall of Rs.1.10 lakh crore in revenue arising on account of implementation of GST.

The borrowings are being done through this window by the Centre on behalf of the states and UTs.

The borrowings have been done in 7 rounds. The amount borrowed so far was released to the States on October 23, 2020, November 2, 2020, November 9, 2020, November 23, 2020, December 1, 2020, December 7, 2020, December 14, 2020 and December 21, 2020.

The amount released this week was the 8th tranche of such funds provided to the states. The amount has been borrowed this week at an interest rate of 4.1902 per cent.

So far, an amount of Rs. 48,000 crore has been borrowed by the Central Government through the special borrowing window at an average interest rate of 4.6986 per cent.

In addition to providing funds through the special borrowing window to meet the shortfall in revenue on account of GST implementation, the Centre has also granted additional borrowing permission equivalent to 0.50 per cent of Gross States Domestic Product (GSDP) to the states choosing Option-I to meet GST compensation shortfall to help them in mobilising additional financial resources.

Govt introduces new electricity rules to empower consumers

New Delhi (NVI): For the first time, the Central Government today promulgated rules, laying down the rights of power consumers in the country, saying that the new rules will ensure the rights of electricity consumers.

While issuing the rules, Union Power Minister RK Singh said, “These rules shall empower the consumers of electricity and added that these rules emanate from the conviction that the power systems exist to serve the consumers and the consumers have rights to get the reliable services and quality electricity.”

He said the Distribution Companies across the country are monopolies – whether government or private and the consumer has no alternative – therefore it was necessary that the consumers’ rights be laid down in Rules and a system for enforcement of these rights be put in place. “This is what the rules provide for,” Singh was quoted as saying in the statement.

The minister further said, “These rules are also an important step towards furthering the ease of business across the nation. Implementation of these rules shall ensure that new electricity connections, refunds and other services are given in a time-bound manner.”

“This one of the major initiatives and yet another step by the government to put consumer in the centre-stage of public utility services,” he added.

The rules will benefit about 30 crores existing and prospective consumers in the country, stressing upon the need for awareness of all consumers especially in rural areas, Singh said, adding that, “States and DISCOMs are being advised to provide wide publicity to these highly consumer-friendly rules of the government.”

Under the new rules in the Electricity (Rights of consumers) Rules, 2020, key areas covered are rights of consumers and obligations of distribution licensees, the release of new connection and modification in existing connection, the Ministry of Power said in a statement.

Also, metering arrangement, billing and payment, Disconnection and Reconnection, Reliability of supply, Consumer as Prosumer, Standards of Performance of licensee, Compensation Mechanism, Call Centre for Consumer Services, Grievance redressal mechanism, it added.

The new rules also established that it is the duty of every distribution licensee to supply electricity on request made by an owner or occupier of any premises in line with the provisions of Act and it is the right of consumer to have minimum standards of service for supply of electricity from the distribution licensee, the ministry said.

Under the rules, consumers to have the option to apply for new electricity connection and pay bills online. The maximum time period of 7 days in metro cities and 15 days in other municipal areas and 30 days in rural areas identified to provide new connection and modify an existing connection.

Furthermore, the statement stated that, the distribution licensee shall supply 24×7 power to all consumers. However, the commission may specify lower hours of supply for some categories of consumers like agriculture, as per the rules.

The new rules has also given power to consumers to set up Renewable Energy (RE) generation unit including roof top solar photovoltaic (PV) systems — either by himself or through a service provider, the ministry said.

“It also provides for compensation amount to be paid to the consumers by the distribution licensees for violation of standards of performance,” it added.

New Delhi (NVI): Prime Minister Narendra Modi will address the centenary celebrations of Aligarh Muslim University (AMU) tomorrow via video link. He will also release a postal stamp during the event.

Union Education Minister Ramesh Pokhriyal Nishank and Chancellor of the University Syedna Mufaddal Saifuddin will also be present on the occasion, according to a statement by the Prime Minister’s Office.

The AMU administration had on December 16 announced that PM Modi will be the Chief-Guest of the event and confirmed his e-participation.

However, a section of students and alumni of the Aligarh Muslim University has opposed the invitation sent by the varsity’s Vice Chancellor to PM for the event.

Even as the senior faculty members, including the VC Prof. Tariq Masood, have urged all to rise above politics, the students and alumni are adamant over their demands i.e., to withdraw the invitation sent to PM Modi.

AMU Teachers’ Association (AMUTA) has said that it hopes PM Modi’s presence will help in the quantum jump in the overall autonomy and development of the institution.

AMU became a University in 1920, through an Act of Indian Legislative Council by elevating the Mohammedan Anglo-Oriental (MAO) College to the status of a Central University. MAO College was set up in 1877 by Sir Syed Ahmad Khan, the PMO said in a release.

New Delhi (NVI): Veteran Congress leader Motilal Vora passed away today, at the age of 93, from post-Covid complications.

Vora was admitted to the Escorts Hospital in Delhi a few days ago with a urinary infection. He also had a lung infection and was put on ventilator support.

Earlier in October, he was admitted at AIIMS after testing Covid-19 positive but was later discharged after recovering.

Motilal Vora was a long-time Congress leader and was considered to be very close to the Gandhi family.

A former chief minister of Madhya Pradesh, Motilal Vora was a Rajya Sabha MP from Chhattisgarh till April this year.

‘Total lawlessness’: Mehbooba after 2 PDP leaders held day before DDC poll results

Srinagar (NVI): Peoples Democratic Party today said that its two leaders were detained by police in South Kashmir, just a day before the results for recently held District Development Council (DDC) polls are to be announced.

Reacting over the arrests, PDP chief Mehbooba Mufti claimed there is “total lawlessness” and “hooliganism” prevailing in Jammu and Kashmir.

“Total lawlessness as PDPs Sartaj Madni & Mansoor Hussain have been arbitrarily detained today on the eve of DDC election results. Every senior police officer here is clueless as it is  ‘upar say order’. No rule of law in J&K anymore. It is out & out Gunda Raj,” she said in a tweet.

According to the party, police detained Sartaj Madni and Pir Mansoor without giving any reason for their action.

DDC poll results will be declared tomorrow. Party sources said these leaders might have been arrested to ensure they don’t influence any voting result.

They further said that former J&K Chief Minister Mehbooba Mufti called top police brass trying to know the reason behind the detention of Madni and Mansoor, however, these police officers feigned ignorance.

India suspends flights from UK amid concern over new COVID strain

New Delhi (NVI): India today suspended all international flights from the United Kingdom till December 31 amid concerns over the spread of a new coronavirus strain in England.

Taking to Twitter, the Ministry of Civil Aviation said, “Considering the prevailing situation in UK, Govt. of India has decided that all flights originating from UK to India to be suspended till 31st December 2020 (23.59 hours).”

This suspension will start after 11.59 PM of December 22 and consequently flights from India to the UK shall also stand temporarily suspended during above said period, it added.

Meanwhile, every passenger arriving from the UK before December 22 will be subject to a mandatory RT-PCR COVID-19 test on arrival at Indian airports.

“As a measure of abundant precaution, passengers arriving from UK in all transit flights (flights that have taken off or flights which are reaching India before 22nd Dec at 23.59 hrs) should be subject to mandatory RT-PCR test on arrival at the airports concerned,” the ministry said in another tweet.

The decision comes after several countries including France, Ireland, Germany, Netherlands, Switzerland, Canada, Turkey and Iran have temporarily suspended flights from the UK a day after the country ordered a lockdown in London and surrounding areas.

Other countries and territories to announce restrictions on UK travel include Hong Kong, Iran, Croatia, Argentina, Chile, Morocco and Kuwait.

The new variant of coronavirus spreading at a much faster pace in parts of England is believed to be 70 per cent more infectious.

Earlier today, Union Health Minister Harsh Vardhan also said the government was on alert about the new strain of coronavirus that has emerged in the UK and asked people not to panic.

New Delhi (NVI): Union Health Minister Harsh Vardhan today said that the government was on alert about the new strain of coronavirus that has emerged in the United Kingdom and asked people not to panic.

The variant has triggered concern and prompted several countries to ban travel to and from the UK.

Speaking at the curtain-raiser for the 6th India International Science Festival-2020 (IISF 2020), Vardhan said, “As of now, there is no need to get involved with these imaginary situations, imaginary panic. The Centre is alert and there is no need to panic about it.”

“The government is fully conscious about everything. If you ask me, there is no reason to panic the way we are seeing in this press conference,” the minister said, adding that the government had done everything that was important to handle the COVID-19 situation in the last one year.

Shortly before Vardhan’s appeal, Delhi Chief Minister Arvind Kejriwal urged the Centre to immediately ban all flights from the UK over the “super-spreader” mutation.

The United Kingdom announced a surprise lockdown on Saturday in London and parts of the country amid a surge in the cases of the coronavirus disease after the discovery of a new strain of the Sars-CoV-2 virus, which causes Covid-19.

British Prime Minister Boris Johnson announced that Christmas shopping and gatherings in London and southern England must be canceled.

Several European Union nations and Canada have barred travel from the UK and others were considering similar action, in order to block the new strain of coronavirus which has been sweeping across southern England from spreading to the continent.

France, Germany, Italy, the Netherlands, Belgium, Austria, Ireland and Bulgaria all announced restrictions on UK travel.
