Jammu (NVI): A crucial conference seeking to replicate good governance practices in the Union Territories of Jammu and Kashmir and Ladakh, today adopted a “Sushasan Sankalp” (Good Governance Resolve) and committed to develop the two new UTs as a models of administrative excellence.
The two-day Regional Conference on ‘Replication of Good Governance Practices in UTs of Jammu & Kashmir and Ladakh resolved to make the UTs adopt digital technologies to implement the welfare schemes.
The conference also resolved to make sustained efforts to create a transparent, accountable and people-centric administration besides improving citizen’s interface with government by promotion of digital governance, citizen centric governance, innovation and capacity building, a statement said.
This is the first biggest conference to take place in Jammu and Kashmir after Article 370 was withdrawn that empowered the erstwhile state with special status.
The conference looked forward to replicate best practices of good governance of different states in J&K and Ladakh, particularly the centre’s initiatives like digital governance, citizen centric grievance redressal and aspirational districts so as to provide a clean, transparent and people centric governance, an official statement said.
It also resolved to refine and consolidate the successful local governance initiatives and upscale them across both the UTs to bring out the best outcomes of governance and public policy to Jammu & Kashmir and Ladakh.
The two-day conference which concluded today unanimously adopted the Sushasan Sankalp also called “Jammu Ghoshana”, saw the participation of 19 states and four UTs. The event was inaugurated by Minister of State PMO Dr Jitendra Singh yesterday.
Present during the inaugural session were Lt Governor of J&K G C Murmu, DoPT and DARPG Secretary C Chandramouli, J&K Chief Secretary BVR Subrahmanyam and other senior officers.
The conference also resolved to improve the grievance redressal mechanisms by forging greater synergy between Awaaz e-Awam and the Centralized Public Grievance Redress And Monitoring System (CPGRAMS).
Besides, both the UTs would be assisted to promote capacity building and personnel administration by formulating mid-career training programs and specific need-based training programmes for officials.
On the second day of the conference today, presentations were made on ‘Select Innovations’ at a session chaired by Financial Commissioner, Health & Medical Education, J&K Atul Dulloo and also on NRLM by Kistwar Collector Angrez Singh Rana.
