India extends suspension of international flights till Dec 31

New Delhi (NVI): The suspension of scheduled international commercial passenger flights to and from India has been extended till December 31, amid the COVID-19 pandemic, the Directorate General of Civil Aviation (DGCA) said today.

The aviation regulator also said that international scheduled flights may be allowed on selected flights to and from India by competent authorities on case to case basis.

A circular released by DGCA read, “In partial modification of circular dated 26-06-2020, the competent authority has further extended the validity of circular issued on the subject cited above regarding Scheduled International commercial passenger services to/from India till 2359 hrs 1st of 31st December, 2020.”

The DGCA official release further said that, the above restrictions will not hamper operations of international all-cargo operations and flights approved by it.

This announcement comes day after the Centre issued fresh COVID-19 guidelines for December for surveillance, containment and caution in states and UTs.

Earlier, the suspension on commercial international passenger flights was extended till November 30, owing to unrelenting rise in the COVID-19 cases across the country.

After two months of long hiatus, domestic flights resumed operations on May 25 but international flights have continued to remain suspended. However, Indian airlines have been permitted to operate special international flights under the Vande Bharat Mission.

In addition to this, the government has also established air bubble arrangement with several countries, under which airlines from both countries are allowed to operate a specified number of flights.

India now has formed air travel bubble arrangement with around 21 countries, including Afghanistan, Bhutan, the US, the UK, Germany, France and Bangladesh, as per the latest update.

Punjab, Haryana farmers march towards Delhi; police step up patrol at borders

New Delhi (NVI): As thousands of farmers from Haryana and Punjab gear up for “Delhi Chalo” march to protest against the Centre’s three farm laws, Delhi Police have denied all requests from farmers’ organisations for the same and have stepped up deployment at borders.

The Delhi Metro also said no train will cross borders to enter Noida, Gurugram or other NCR towns till 2pm on Thursday.

In addition to this, the Delhi government has refused to allow any rally in the city, citing the coronavirus outbreak.

A huge gathering of farmers amassed with their tractor-trailers on Wednesday and are headed for the national capital.

Meanwhile, Haryana has also put up road barricades to seal its borders with Punjab for the next two days, to stop the farmers from their onwards march to Delhi.

Haryana police used water cannons on the protesting farmers to disperse and stop them from going to Delhi.

Furthermore, prohibitory orders under Section 144 of the CrPC was imposed in several parts of Haryana to prevent assembly of protesters.

Gopal Rai tests COVID-19 positive

New Delhi (NVI): Delhi environment minister Gopal Rai today informed that he tested positive for the coronavirus disease.

Taking to Twitter, the Minister urged everyone who came in contact with him to get tested.

“After initial symptoms, corona test was done, which has been reported positive. Those who have come to my contact in the last few days, please take care of them and get them tested,” he tweeted in Hindi.

Gopal Rai is the third minister in the Delhi government to have tested positive for novel coronavirus till now.

Earlier, Delhi Deputy Chief Minister Manish Sisodia and Health Minister Satyendar Jain had contracted with COVID-19.

Delhi is currently witnessing the third wave of COVID-19 and registered 5,246 fresh cases of COVID-19, pushing the total caseload to 5,45,787 and the death toll stood at 8,720 in the national capital.

Every 100 seconds, a child or youth was infected with HIV last year: UNICEF

New Delhi (NVI): Around the world in approximately every minute and 40 seconds, a child or young person below the age of 20 was infected with Human Immunodeficiency Virus (HIV) last year, according to the UNICEF report.

The UN Children’s Fund (UNICEF) in the report showed that, “Nearly 320,000 children and adolescents were newly infected with HIV and 110,000 children died of AIDS last year. Of these children, 79,000 were aged 0-9 years and 34,000 aged 10-19.”

“Prevention efforts and treatment for children remain some of the lowest amongst key affected populations and in 2019, a little less than half of children worldwide had access to life-saving treatment,” UNICEF said.

UNICEF Executive Director Henrietta Fore said, “Even as the world struggles in the midst of an ongoing global pandemic, hundreds of thousands of children continue to suffer the ravages of the HIV epidemic.”

“There is still no HIV vaccine. Children are still getting infected at alarming rates, and they are still dying from AIDS. This was even before COVID-19 interrupted vital HIV treatment and prevention services putting countless more lives at risk,” Fore added.

The report titled— Reimagining a resilient HIV response for children, adolescents and pregnant women living with HIV, said that despite some progress in the decades-long fight against HIV and AIDS, deep regional disparities persist among all populations, especially for children.

The paediatric coverage of antiretroviral treatment was highest in the Middle East and North Africa, at 81 per cent, followed by South Asia at 76 per cent, Eastern and Southern Africa at 58 per cent, East Asia and the Pacific region recorded 50 per cent coverage, Latin America and the Caribbean 46 per cent and West and Central Africa 32 per cent.

Furthermore, the UNICEF report showed that 1,50,000 children aged 0-9 years were newly infected with HIV. About 1,70,000 adolescents aged 10-19 were newly infected with HIV, bringing the total number of children living with HIV to 2.8 million last year.

The number of pregnant women living with HIV was 1.3 million, an estimated 82,000 children under the age of 5 were infected during pregnancy or birth and 68,000 were infected during breast feeding, UNICEF said.

According to the UNICEF, the COVID-19 crisis has further worsen inequities in access to life-saving HIV services for children, adolescents and pregnant mothers everywhere and there are serious concerns that one-third of high HIV burden countries could face coronavirus-related disruptions.

The data from UNAIDS and HIV joint service was also cited in the report, which showed the impact of necessary control measures, supply chain disruptions, lack of personal protective equipment and the redeployment of healthcare workers on HIV services.

Paediatric HIV treatment and viral load testing in children in some countries declined between 50 to 70 per cent, and new treatment initiation fell by 25 to 50 per cent in April and May, coinciding with partial and full lockdowns to control the novel coronavirus.

Moreover, health facility deliveries and maternal treatment were also reported to have reduced by 20 to 60 per cent, maternal HIV testing and ART initiation declined by 25 to 50 per cent, and infant testing services declined by approximately 10 per cent.

Though the easing of control measures and the strategic targeting of children and pregnant mothers have successfully led to a rebound of services in recent months, challenges remain and the world is still far from achieving the global 2020 paediatric HIV targets, the report said.

However, UNICEF called upon all governments to protect, sustain and accelerate progress in fighting childhood HIV by maintaining essential health services and strengthening health systems.

Germany extends partial shutdown to curb coronavirus spread

New Delhi (NVI): German Chancellor Angela Merkel and the country’s 16 state governors have agreed to extend a partial shutdown well into December in an effort to further reduce the rate of COVID-19 infections ahead of the Christmas period.

Germany embarked on a 4-week ‘wave-breaker’ shutdown on November 2, closing restaurants, bars, sports and leisure facilities but leaving schools, shops and hair salons open.

Merkel said the measures will now be extended until at least December 20, with a goal of pushing the number of new coronavirus cases in each region below 50 per 1,00,000 inhabitants per week.

From December 1, private gatherings will be limited to five people. Over Christmas, that number will rise to 10, not counting children, though the decision included an appeal to avoid social contact for a week ahead of family visits.

Furthermore, financial support for businesses that have had to close under the partial lockdown will be extended into December.

However, the chancellor stressed that the limitations of social contacts would be withdrawn earlier than in January only in case of a sharp decrease in the number of new COVID-19 cases.

The number of confirmed coronavirus cases increased by 18,633 to 9,61,320, daily data from the Robert Koch Institute (RKI) for infectious diseases showed on Wednesday, 5,015 less than the record increase reported on Friday.

New Delhi (NVI): More than 60.3 million people around the world have been confirmed to have the coronavirus, while the death toll is nearing 14,20,721, according to the Johns Hopkins University tally. Over 38.6 million patients have recovered from the deadly disease globally.

In the US, the number of coronavirus infections have surpassed 12.7 million while the number of fatalities due to the deadly contagion have crossed 2,62,000.

Brazil’s coronavirus cases have crossed the 61 lakh-mark while the number of deaths have surged past 1,70,500 in the country.

South Korea has reported its highest daily number of Covid-19 cases since March. The country reported 583 infections on Thursday, the first time they had topped 500 since March 6.

New Delhi (NVI): The nation today paid tributes to victims and the heroes of 26/11 Mumbai Attacks, who made the supreme sacrifice while fighting Pakistani terrorists.

On the 12th anniversary of the Mumbai attacks, political leaders, including Vice President M Venkaiah Naidu and Home Minister Amit Shah paid tributes to the security personnel and all those people who lost their lives in the attack.

Taking to Twitter, M Venkaiah Naidu said, “I pay my tributes to the martyrs of 26/11 Mumbai terror attack. Nation will always remember their valour and sacrifice. My solidarity with the families who were victims of this dastardly attack.”

Amit Shah also mourned the loss of those who lost their lives during the attack.

“I pay tribute to all those who lost their lives in Mumbai 26/11 terror attacks and convey their condolences to their families. Grateful tribute to the brave security personnel who faced the terrorists in these attacks. This nation will always be grateful to your bravery and sacrifice,” Shah tweeted in Hindi.

On November 26, 2008, as many as 166 people were killed and over 300 were injured, including foreigners when 10 Pakistani terrorists of the LeT attacked five major sites in Mumbai.

The terror attacks lasted for four days during which terrorists targeted crowded and posh areas of the city, including Chhatrapati Shivaji Maharaj Terminus (CSMT), iconic Taj Hotel, Oberoi and Trident hotels.

They held people inside Taj Hotel as hostages. On November 27, National Security Guards were called in and the operation ended on November 29.

New Delhi (NVI): The total number of coronavirus cases in India increased to 92,66,706 with a single-day rise of 44,489 fresh cases in the past 24 hours, Union Health Ministry confirmed.

The country’s death toll due to the virus rose to 1,35,223, with 524 patients succumbing to the infection since yesterday.

So far, 86,79,138 patients have been cured an recovered all over the country and the active cases stands at 4,52,344.

In worst-hit Maharashtra, the COVID-19 cases increased to 17,95,959, followed by Karnataka with 8,78,055 cases, and Andhra Pradesh with 8,64,674 cases.

Maharashtra has also reported the highest number of fatalities at 46,748 followed by 11,714 in Karnataka and 11,655 in Tamil Nadu.

The other worst affected states are Tamil Nadu (7,74,710), Kerala (5,78,363), Delhi (5,45,787) and Uttar Pradesh (5,33,355).

The death toll in the national capital rose to 8,720, while 4,98,780 patients in Delhi have recovered so far, the healthy ministry data shows.

As per the Indian Council of Medical Research (ICMR) data, more than 13.59 crore samples tested for COVID-19 up to November 25. Of these 10,90,238 samples were tested yesterday.

Meanwhile, Delhi Lt Governor Anil Baijal directed officers to ensure timely hospitalisation of COVID-19 patients under home isolation in case of emergency to reduce the mortality rate in the national capital.

New Delhi (NVI): Football legend Diego Maradona today passed away due to cardiac arrest. He was 60.

A magician at the game, Maradona had an emergency operation for a subdural hematoma earlier this month, which is an accumulation of blood between a membrane and his brain.

Regarded as as one of the greatest footballers of all time, Maradona helped Argentina win the World Cup in 1986. He was also responsible for the infamous ‘Hand of God’ that eliminated England from the 1986 tournament.

His fans all over the world paid tributes to the soccer legend. Maradona had celebrated his 60th birthday on October 30.

New Delhi (NVI): Union Health Minister Dr Harsh Vardhan today urged the industry and experts to create a robust vaccine manufacturing and delivery ecosystem to meet huge demands for Covid-19 vaccine in the coming days.

Addressing the virtual Global R&D Summit 2020, organized by FICCI, jointly with the Department of Science and Technology (DST), Harsh Vardhan said, “As the world races to find a cure and vaccine for COVID-19, India is looking to be self-reliant in both development of the vaccine and its mass production.”

“Called as the ‘pharmacy of the world’, India has the largest capacity to produce COVID-19 vaccines. We have now started to look at a robust vaccine manufacturing and delivery ecosystem to meet our demands in the coming days. That is one area where your (industry) input will help us in not only addressing a topical issue but also creating best practices for the future,” he added.

The Union Health Minister added that research and innovation are way of life. “The current pandemic has only reinforced our belief in innovation and R&D to accelerate products and services that not only are helping in disease management but in turn to make our nation resilient and self-reliant,” added Vardhan.

He further stated that it is time for bold decisions and bold investments, and not for conservative approaches. “This also is the time to move from a command-and-control economy to plug-and-play and to build a competitive global supply chain. We are committed to help companies invest in India and make for India and for the World,” he added.

Fuelled by the current pandemic, Dr Vardhan said that India is transitioning from an era of liberalization and globalization to one where it must reinvent itself to become a self-reliant country.

“People, planet, and profits are interlinked, and all three can simultaneously co-exist and flourish. With support from the government and private industry, the Indian R&D sector can reach new heights and will contribute to the nations’ growth and prosperity,” he noted.

Also present on the occasion, Zunaid Ahmed Palak, State Minister, ICT Division, Ministry of Post, Telecommunications and IT, Govt of Bangladesh said that the government has established a National Innovation Agency, which will work towards building an ecosystem and provide a conducive policy environment with support of industry, research lab universities, and entrepreneurs.

“As the pandemic continues to threaten the economies of the world, Bangladesh is relying on digital technologies, strong infrastructure, and human resources to steer it’s way to a new normal. This is not the time to compete but rather to collaborate, to build a better world together,” he said.

Dr Sangita Reddy, President, FICCI said that the COVID-19 outbreak has emphasized the need for the nations to be self-reliant, and to embrace multilateral inclusive growth of a sustainable and inclusive nature where we leave no one behind.

“The government and the private sector play a critical role in driving the economic growth and social development of a country. A coherent and symbiotic association between them has the potential to catalyze breakthrough changes. Particularly, in the R&D ecosystem, a synergistic outcome can be achieved when both come together to set the agenda,” she said.
