New Delhi (NVI): The total number of coronavirus cases in India has crossed the 77 lakh-mark and stands at 77,61,312 after 54,366 new cases were reported in the last 24 hours, according to the Union Health Ministry data.

The country’s death toll stands at 1,17,306 after 690 new fatalities were reported during the same period.

In terms of total number of cases, Maharashtra continues to be the worst affected state with 16,25,197 coronavirus cases followed by Andhra Pradesh with 7,96,919 cases, Karnataka with 7,88,551 positive cases.

US FDA gives approval to antiviral drug Remdesivir for COVID-19 treatment

New Delhi (NVI): The US Food and Drug Administration (FDA) has given full approval for the use of antiviral drug ‘Remdesivir’ to treat COVID-19 patients in hospitals.

The Gilead Sciences Inc’s antiviral drug, sold under the brand name ‘Veklury’, cut the recovery time on average by five days during clinical trials.

“Veklury is the first treatment for COVID-19 to receive FDA approval,” the FDA said in a statement, the BBC reported.

Earlier this month, the World Health Organization (WHO) said Remdesivir had little to no effect on patient’s survival, which was based on its own study – but the drug manufacturer Gilead rejected the findings of the trial.

Moreover, Remdesivir had been authorised for emergency use only in the United States since May. It was recently given to President Donald Trump after he tested positive for COVID-19.

In the statement, the FDA said that the antiviral drug Veklury (remdesivir) for use in adult and paediatric patients 12 years of age and older and weighing at least 40 kilograms for the treatment of COVID-19 requiring hospitalisation.

“The FDA is committed to expediting the development and availability of COVID-19 treatments during this unprecedented public health emergency,” FDA Commissioner Stephen Hahn said in a statement.

“Today’s approval is supported by data from multiple clinical trials that the agency has rigorously assessed and represents an important scientific milestone in the Covid-19 pandemic,” he added.

The FDA further said that, the approval of Veklury was supported by the agency’s analysis of data from three randomized, controlled clinical trials that included patients hospitalized with mild-to-severe COVID-19.

As per one of the studies “the median time to recovery from COVID-19 was 10 days for the Veklury group compared to 15 days for the placebo group”.

Meanwhile, Europe and other countries such as Canada also have granted temporary approval for the use of remdesivir.

Remdesivir, which is administered by an injection, was one of the first drugs to show relative promise in shortening the time to recovery in some COVID-19 patients. It can be administered to adults and children over the age of 12 who weight more than 40 kilos (88 pounds) who require hospitalization for the treatment of COVID-19, the illness caused by the coronavirus, the FDA said.

The drug can only be given to patients in a hospital or equivalent setting and the emergency approval has been granted for its use on pediatric patients under the age of 12 weighing at least 3.5 kilos, it added.

The FDA approval is based primarily on a US trial of 1,062 patients that found Remdesivir speed up patient’s recovery time by five days compared with placebo. However, the study failed to show a statistically significant benefit in reducing deaths.

France extends night-time curfew to 70% population amid soaring caseload

New Delhi (NVI): Nearly 70 per cent of the French population will be under a 9pm to 6am curfew from midnight tonight after the government more than doubled the regions covered by the measure.

Prime Minister Jean Castex added 38 departments to those that have been under curfew for a week, bringing the total to 54 out of 96.

Curfews in Lille, Lyons, Marseilles and other big cities will be extended far into surrounding regions, as in Paris.

PM Castex made the announcement describing the situation as “serious” while reiterating that the second wave was upon the country.

“A second wave of the coronavirus epidemic is now under way in France and Europe. The situation is very serious,” Castex said.

Castex, while addressing a press conference, said the order will now affect an estimated 46 million people and will include some overseas French territories.

Last week, President Emmanuel Macron announced a night-time curfew in Paris and eight other cities to control the spread of the coronavirus.

France has reported more than 1,041,991 confirmed cases and more than 34,000 deaths.

France and a host of other European countries are experiencing a second wave of coronavirus infections. It is one of four countries which have been identified as current coronavirus hot spots on the continent. The others are the UK, Russia and Spain.

Coronavirus cases surpass 41.6 million worldwide

New Delhi (NVI): More than 41.6 million people have been infected by coronavirus worldwide, with over 11,36,000 deaths reported, according to Johns Hopkins University tally. More than 28.2 million patients have been cured and recovered from the deadly contagion globally.

In the US, the total number of coronavirus cases have exceeded 8.4 million while the total number of fatalities have surpassed 2,23,000 in the country.

Brazil’s coronavirus infections have crossed 5.3 million while the country’s death toll stands at 1,55,900.

Australia will slightly lift the cap on the number of citizens and permanent residents allowed to return each week, Prime Minister Scott Morrison said on Friday, as local Covid-19 cases slow to single digits.

The number of confirmed coronavirus cases in Germany increased by more than 10,000 for a second day, with 11,242 new infections, taking the total to 4,03,291. The reported death toll rose by 49 to 9,954, the tally showed.

Greece will impose a curfew in areas most affected by Covid-19, including Athens. The prime minister Kyriakos Mitsotakis said movement would be banned from Saturday between 12.30am and 5am in locations deemed high-risk.

France extended a night-time curfew to more regions, affecting two-thirds of the French population.

New Delhi (NVI): India registered a single-day rise of 54,366 new cases of coronavirus in the last 24 hours, taking the overall caseload to 77,61,312, Union Health Ministry said.

The country’s death toll has gone up to 1,17,306 with 690 new fatalities being reported during the same period.

So far, 69,48,497 patients have recovered all over the country, while active cases stands at 6,95,509. The recovery rate also improves further to 89 per cent.

In terms of total number of cases, Maharashtra continues to be the worst affected state with 16,25,197 coronavirus cases followed by Andhra Pradesh with 7,96,919 cases, Karnataka with 7,88,551 positive cases.

The other worst affected states included Tamil Nadu (7,00,193), Uttar Pradesh (4,63,823) and Delhi (3,44,318).

In terms of fatalities, Maharashtra tops the tally with 42,831 deaths followed by Tamil Nadu 10,852, ministry said.

The death toll in the national capital surged to 6,163 while another 3,12,198 patients have been cured so far, healthy ministry data shows.

As per the Indian Council Medical Research (ICMR) data, a total of 10,01,13,085 samples tested for COVID-19 up to October 22. Of these, 14,42,722 samples were tested yesterday

Furthermore, the coronavirus vaccine, Covaxin, being developed by Bharat Biotech in collaboration with the Indian Council of Medical Research, was cleared for the third phase of clinical trials, as per the reports.

Mumbai mall fire: 2 fireman injured

New Delhi (NVI): Two firefighters were injured and nearly 3,500 residents of neighbouring 55-storey building were shifted to a safer place today after a major fire erupted at a Mall in south Mumbai last night.

The firefighters were injured while trying to control the blaze at City Centre Mall in Nagpada in south Mumbai were operations are still underway.

According to the reports, the fire, which has now been declared Level 5, broke out at around 9 pm yesterday night.

At least 24 fire engines, 16 jumbo tankers and 250 fire brigade personnel are at the spot trying to control the blaze.

The residents from the neighbouring Orchid Enclave building were evacuated with the help of police and no casualties have been reported so far.

According to the Brihanmumbai Municipal Corporation, the fire was originally a level 1 that was reported at the mall last night but later escalated to level 3 and then level 5, following which more support from the fire brigade was called in at 2:41am today.

J&K: Govt employees can now be retired at age 48 if found inefficient

New Delhi (NVI): To weed out inefficiency in J&K administration and provide job opportunities to unemployed youth, the UT government today amended the service regulations which will allow it to retire any employee after 48 years of age or 22 years of service.

The J&K government said the step has been taken to ensure better output of the employees and create employment opportunities for a swelling number of unemployed youth in the UT.

To implement the orders, the UT administration introduced certain substitutes in Article 226(2) of Jammu and Kashmir Civil Service Regulations. Top bureaucrats told NVI that the decision was taken after hectic deliberations between LG Manoj Sinha and the officials in the administration.

The notification states that in exercise of powers conferred under provision to Article 309 of Indian Constitution, Lieutenant Governor has directed that Article 226(2) of Jammu and Kashmir Civil Service Regulations may be substituted as “226 (2): (a) Notwithstanding anything contained in these Regulations, government may, if it is of the opinion that in the public interest to do so, require any government employee other than one working on a post which is included in Schedule II of these rules, to retire at any time after he/she has completed 22 years of qualifying service or on attained 48 years of age.”

As per the criteria to be followed by the review committee, while making the recommendations, if a government servant is found to be ineffective in his/her work, then he/she may be retired at the age of 48 or after completing 22 years of service.

“The basic consideration in identifying such Government servants should be their fitness competence to continue in the post held and their utility for the purpose for which they are employed.

“A Government servant retiring on superannuation within a next one year from the date of consideration of his case, may be retired under these regulations, where there is a sudden and steep fall in the competence, efficiency or efficiency of the Government servant. Retiring a person is in public interest and his/her continuance is not serving any public purpose,” read an official statement.

As per the orders, a government servant is also ineffective if his service during the preceding 5 years or since his last promotion has deteriorated suddenly or substantially. “This is not a consideration, however, where the Government servant is to be retired on grounds of doubtful integrity,” the order read.

The notification further states that such a government servant shall be granted pensionary benefits admissible under these rules on the basis of qualifying service put in by him on the date of such retirement.

“A Government servant who is retired immediately after allowing him pay and allowances in lieu notice will be entitled to pension from the date of such retirement and the pension shall not be deferred till after the expiry of the three months for which he is paid pay and allowances,” it said.

Setting the time schedule to be followed, it stated that “the exercise of review of performance of the Government Servants will be initiated for each Government Servant for the first time after her/his completion of 22 years of Government Service or attaining 48 years of age and any time subsequently, as may be required.”

It further states that “A register of the Government servants who are due to attain the age of 48 years or to complete 22 years of service, has to be maintained by the Administrative Department. The register should be scrutinized at the beginning of every year by officers to be nominated by the Administrative Department concerned and the review be undertaken as mentioned in sub-clause (b).”

The Government may, at any time after a Government servant has attained the age of 48 years or completed 22 years of service, as the case may be, retire him in public interest, it said.

As per the order, there is also no bar on the Government to review any such case again where it was decided earlier to retain the officer, but the Administrative Department is of the opinion that it is expedient to undertake the review again on account of changed circumstances, in public interest.

Navy’s first batch of 3 women pilots operationalised on Dornier aircraft

New Delhi (NVI): In a significant achievement, the first batch of women pilots of Indian Navy has been operationalised on Dornier Aircraft by the Southern Naval Command (SNC) at Kochi.

The three women pilots were part of the six pilots of the 27th Dornier Operational Flying Training (DOFT) Course, who graduated as ‘Fully operational Maritime Reconnaissance (MR) Pilots’ at a passing out ceremony held at INS Garuda, Kochi today, the Ministry of Defence said in a statement.

On the occasion, Rear Admiral Antony George, VSM, NM, Chief Staff Officer (Training) of SNC was the chief guest and presented awards to the pilots who are now fully qualified on Dornier aircraft for all operational missions, the Ministry said.

The three women pilots of first batch are Lieutenant Divya Sharma (from Malviya Nagar, New Delhi), Lieutenant Shubhangi Swaroop (from Tilhar, Uttar Pradesh) and Lieutenant Shivangi (from Muzaffarpur, Bihar). These officers had initially undergone basic flying training partly with Indian Air Force and partly with the Navy prior to DOFT course. Amongst the three women pilots operationalised for MR flying, Lt Shivangi was the first to qualify as a naval pilot on 02 Dec 2019.

The course comprised of one month of ground training phase, which was conducted at various professional schools of SNC and eight months of flying training at the Dornier Squadron of SNC, INAS 550.

Lt Divya Sharma & Lt Shivam Pandey were adjudged ‘First in Flying’ and ‘First in Ground’ subjects, respectively. The Flag Officer Commanding-in-Chief (South) rolling trophy in memory of late Lt Simon George Pynomootil for the ‘Most spirited trainee’ was presented to Lt Kumar Vikram.

This trophy was instituted on 18 June, 2019 during the Diamond Jubilee Celebration of INAS 550 to immortalize the spirit of the officer who was a qualified Islander pilot and lost his life in a fatal air crash whilst serving the squadron on 17 May, 1985.

LAHDC polls: 90,000 voters exercise their franchise, counting on Oct 26

Srinagar (NVI): Close to 90,000 people exercised their franchise in the crucial Ladakh Autonomous Hill Development Council (LAHDC) elections in Leh, officials said today.

They said 89,776 people voted in the elections, which means 65 per cent of people participated in the polls. Additional Deputy Commissioner Leh, Sonam Chosjor said that people came out in large numbers to participate in the polls and the polling remained peaceful.

“No untoward incident took place anywhere in Leh”, he said. Officials said that an electorate of 89,776, including 45,025 women were eligible to cast their votes and all voted for their candidates.

They said that a total number of 294 polling stations were spread over 26 constituencies across Leh district. LAHDC-Leh has a total of 30 seats and four councilors are nominated by the government.

A total number or 94 candidates, including 26 each of the BJP and Congress, 19 from Aam Aadmi Party (AAP) and 23 independent candidates were in the fray. Two major regional political parties that include, People’s Democratic Party (PDP) and National Conference chose to stay away from the election process.

Officials said that the counting of votes will take place on October 26 and the poll process is expected to be completed by October 30.

It may be recalled that several Union Ministers flew all the way from Delhi to Leh in the past few weeks to take part in the poll campaigning.

Over 3,800 ceasefire violations by Pak along LoC this year: MEA

New Delhi (NVI): Pakistani forces have carried out more than 3,800 unprovoked ceasefire violations this year, till date, the Ministry of External Affairs said today while highlighting how Pak forces have been violating the 2003 Ceasefire Understanding between the two sides again and again.

“Pakistan forces have continued to engage in unprovoked ceasefire violations, often from civilian areas, to support infiltration of terrorists across the LoC,” MEA Spokesman Anurag Srivastava said here during the weekly media briefing.

Apart from ceasefire violations, there have also been attempts to drop arms and ammunition close to the LoC in the garb of civilian activities, Srivastava said.

“We have also witnessed that Pakistan’s aid and abetment to cross-border terrorism, smuggling of arms and narcotic substances has spilled over to the International Boundary including through usage of drones and quadcopters,” he said.

The MEA spokesman also said that such violations are regularly highlighted to Pakistan through diplomatic channels and at the regular DGMO level talks.
