New Delhi (NVI): As India enters the fourth phase of its lockdown, the Ministry of Health has issued guidelines on preventive measures to contain spread of Covid-19 at workplaces.

The fourth phase of lockdown which started yesterday is slated to end on May 31. In its new guidelines, the Ministry of Home Affairs (MHA) has allowed all offices to run at 100 per cent capacity. However, work from home is encouraged as much as possible.

According to the guidelines, the entire office building need not be closed if one or two positive cases are reported there and work can resume after the premises are disinfected.

The guidelines also stated that any staff reportedly suffering from a flu-like illness should not attend office and seek medical advice from local health authorities. If diagnosed as a suspect or confirmed case of Covid-19, he/she should immediately inform office authorities.

“Any staff requesting home quarantine based on the containment zone activities in their residential areas should be permitted to work from home. The Department of Personnel and Training (DoPT) guidelines with respect to organizing meetings, coordinating visitors shall be carefully followed,” the order read.

Since offices and other workplaces are relatively close setting with shared spaces like corridors, elevators and stairs, cafeteria, meeting rooms and conference halls, coronavirus infection can spread relatively fast among officials, staff and visitors.

According to the Health Ministry statement, the high-risk exposure contacts will be quarantined for 14 days and they will follow the guidelines and these persons shall undergo testing as per ICMR protocol while low-risk exposure contacts shall continue to work and closely monitor their health for next 14 days.

“However, if there is a larger outbreak, the entire building will have to be closed for 48 hours after thorough disinfection. All the staff will work from home, till the building is adequately disinfected and is declared fit for re-occupation,” the guidelines said.

“There is a need to prevent importation of infection in workplace settings and to respond in a timely and effective manner in case a suspect case of COVID-19 is detected in these settings so as to limit the spread of infection,” the ministry said.

Meanwhile, the basic preventive measures include maintain the physical distancing of at least one meter, mandatory use of face covers or masks, practice frequent hand washing even when hands are not visibly dirty and use of alcohol-based hand sanitizers.

Similarly, respiratory etiquettes are to be strictly followed. This involves the strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue or handkerchief and disposing of used tissues and self-monitoring of health and reporting any illness at the earliest, the guidelines said.

Cyclone Amphan to make landfall on West Bengal coast tomorrow

New Delhi (NVI): Cyclone Amphan, an equivalent of a category 5 hurricane, is raging in Bay of Bengal and is expected to make landfall on the coast of West Bengal on Wednesday.

At least 50 lakh people are being evacuated to safer places while NDRF teams have been deployed on the ground.

Union Home Minister Amit Shah has assured all possible to the Chief Ministers of West Bengal and Odisha.

“The Central government is with you,” Shah told Mamata Banerjee during a telephonic conversation and discussed the arrangements and preparedness for the approaching cyclone.

Cyclone Amphan developed into a super cyclone over the Bay of Bengal yesterday and has the potential to cause extensive damage in the coastal districts of West Bengal when it makes landfall.

An extremely severe cyclonic storm, with the wind speed of up to 195 kmph, is forecast to be the worst storm over the Bay of Bengal since the 1999 super cyclone that hit Odisha and killed about 10,000 people.

National Disaster Response Force has deployed nearly 25 teams on the ground and 12 other teams are ready in reserve.

The high wind speeds can immensely damage crops, plantations, trees, houses, communication and electricity poles.

Srinagar (NVI): Junaid Sehrai, son of Kashmiri separatist leader and Tehreek-e-Hurriyat Chairman Ashraf Sehrai was among two Hizbul Mujahideen terrorists killed in an encounter with security forces in Nawa Kadal area of old Srinagar.

Five security personnel, including a Commandant, were injured today in the encounter, which marked the first gunfight in the capital city in two years.

“In last night operation’s 2 militants were killed. They have been identified as Junaid Ashraf Khan from Srinagar and Tariq Ahmed Sheikh from Pulwama. Junaid is the youngest son of Hurriyat’s Chairman Mohammed Ashraf Khan,” said J&K DGP Dilbag Singh.

Addressing a press conference after the operation, DGP Singh said that Junaid Sehrai was Hizbul Mujahideen’s divisional commander for Central Kashmir. His aide from South Kashmir’s Pulwama district was also killed.

Sehrai is from Hyderpora area of Srinagar. He originally hails from Kuwpara district, he said. “Sehrai was heading Hizb in Central Kashmir districts especially Srinagar and Budgam,” the DGP said.

To a query that whether the two slain militants were planning any strike in Srinagar, the J&K Police Chief said that they were tasked to lure youth into militancy and to intensify grenade throwing incidents. “Sehrai would hold meetings with the youth and lure them towards militancy,” he said. His associate Tariq was active in Pulwama and Shopian districts, DGP said.

He said that the operation at Nawa Kadal was a clean one in which a residential house caught fire which was controlled immediately. “The first thing we did in the morning was to evacuate the inmates. In that process, two forces personnel—one from CRPF and another from J&KP’s SoG were injured. In the final assault, the remaining militant hurled a grenade in which three CRPF men sustained injured, but all the injured are stable,” he said.

When asked how many militants are active in Srinagar, the DGP said that number keeps on floating and in entire Central Kashmir, the number is just 14. About the total active militants in Kashmir at present, he said the number is far less than the last year.

“Not more than 240 militants are active in Kashmir,” he said, adding that 73 militants were killed this year so far and 95 militants and their associates were arrested. On whether the local militant recruitment was up, he said that there is a significant dip in the local militancy in Kashmir compared to previous years.

It is pertinent to mention that this year Hizbul’s chief operational commander Reyaz Naikoo was killed in an encounter at Beighpora, Pulwama on May 5.

In the latest encounter in Srinagar, security forces laid siege of a house in Kanemazar in Nawa Kadal late last night on the basis of a tip off about presence of terrorists there, officials said.

The encounter broke out in the wee hours after contact was established with terrorists, a police official said.

After initial contact and exchange of firing, an explosion took place after which there was no firing, police sources said.

A massive search operation was on at 3 am with police and CRPF personnel trying to find out whether the terrorists were killed. “It’s dark and nothing is clear. Let’s wait for the first light. We have sealed all entry/exit routes,” a police officer said earlier.

After a silence of five hours, the exchange of fire resumed following dawn and went on for hours.

Around noon, the police said one terrorist was killed.

In the afternoon, Inspector General of Police (Kashmir range) Vijay Kumar, said a second militant has been killed in the encounter. “Both the slain militants belonged to Hizbul Mujahideen outfit. Arms and ammunition have been recovered from the slain militants. Their identity is being ascertained,” he said.

During the final assault, three CRPF personnel, including a Commandant, sustained splinter injuries after the surviving militant lobbed a grenade at the forces. “They have been hospitalized where their condition is stated to be stable,” a CRPF official said.

Earlier in the morning, a CRPF jawan and a J&K policeman from Special Operations Group (SOG) sustained injuries in the gunfight.

The security forces are carrying out search operation as firing has stopped.

As the gunfight raged, internet services on mobile platforms and voice calling were suspended in Srinagar district to prevent anti-national elements from spreading rumours.
The old city of Srinagar, which houses Nawa Kadal, used to be the hotbed of terrorism in late 1980s and early 1990s but it has not witnessed much terror activities lately. Today’s gunfight took place after about two years.

MHA asks states to run more special trains, buses for migrant workers

MHA

New Delhi (NVI): The Ministry of Home Affairs has said that proactive coordination is required between States and the Railways Ministry to run more trains for migrant workers, besides more buses for smooth transport of these people.
