SIA Files Chargesheet in Thanamandi Civilian Killing; Man Accused of Harbouring Terrorists

Jammu Apr 02 (NVI) : The State Investigation Agency Jammu and Kashmir has filed a chargesheet against an accused for allegedly harbouring terrorists linked to Lashkar-e-Taiba and The Resistance Front involved in the killing of a civilian.

SIA J&K has filed a charge sheet before the designated court against Sabar Hussain for harbouring terrorists affiliated with Lashkar-e-Taiba (LeT)/The Resistance Front (TRF), involved in the brutal killing of Mohd Razaq.

The case pertains to an incident that occurred on April 22, 2024, when unidentified terrorists forcibly entered the residence of Mohd Razaq at Kunda, Shahdara Sharief, Thanamandi, and opened indiscriminate fire. Mohd Razaq succumbed to injuries on the spot, while his brother, Tahir Khurshid alias Tahir Fauji, a TA jawan, sustained injuries, it reads.

Statement reads, Following the incident, Police Station Thanamandi registered a case and initiated investigation. Assessing the sensitivity of the incident, it was transferred to SIA for in-depth investigation. During the course of investigation, crucial evidence was recovered from the scene. Statements of key witnesses were recorded under relevant provisions of law.

It was established during investigations that Sabar Hussain S/o Mohd Rashid R/o Khabalwali, Shahdara Sharief (A/P Chamrer, Surankote, District Poonch), has provided shelter, food, and logistical support to three LeT/TRF terrorists at his seasonal hut in Chamrer during late June to early July 2024, thereby facilitating the execution of the terror attack, it reads.

Accordingly, prima facie offences under Unlawful Activities (Prevention) Act, 1967, have been established against the accused and the case stands charge sheeted.(NVI)

Four J&K Police Officers Deputed to Saudi Arabia for Haj-2026 Duties

Srinagar, Apr 2 (NVI): The Jammu and Kashmir Lieutenant Governor Manoj Sinha has ordered the relieving of four police officers for temporary deputation to the Consulate General of India in Jeddah, Saudi Arabia, to serve as Haj Officers and Haj Superintendents for Haj-2026.

According to Government Order No. 201-Home of 2026 dated April 2 The decision follows their selection by the Haj Committee of India.

The officers deputed include Peerzada Aijaz Ahmad (SP), Mohd Muzaffar Jan (SP), Shahzada Kabir Matoo (SP) and Burhan Ul Haq Kanth (DySP).

As per the order, the officers shall be relieved with effect from April 6, 2026, to enable them to take up their assignments at the Consulate General of India in Jeddah, Kingdom of Saudi Arabia. (NVI)

Div Com Kashmir Designates Nodal Officers to Address Public Grievances on Essential Commodities

Srinagar, Apr 2 (NVI): The Divisional Commissioner, Kashmir has designated district-wise nodal officers to address public grievances related to essential commodities and to supervise the functioning of District Control Rooms across Kashmir division.

An official order, issued by the office of Divisional Commissioner Kashmir the move aims to ensure timely redressal of complaints and streamline monitoring mechanisms at the district level.

As per the order, Mr. Aadil Fareed (ADC Srinagar) has been appointed for Srinagar, while Mr. Altaf Hussain Musavi (ADC Baramulla) will oversee Baramulla district.

For Ganderbal, Mr. Bilal Ahmad (AD, FCS&CA) has been designated, while Pulwama will be looked after by Mr. Iftikhar Ahmad (AD, FCS&CA).

Similarly, Mr. Adil Manzoor Wani (DIO Bandipora) has been assigned Bandipora, and Mr. Muzaffar Ahmad Malik (AD, FCS&CA) will oversee Anantnag district.

In Budgam, Mr. Mohammad Yousuf (AD, FCS&CA) has been designated, while Shopian will be monitored by Mr. Nisar Ahmad (AD, FCS&CA).

Kupwara and Kulgam districts will be handled by Mr. Irfan-ul-Ashaq and Mr. Syed Ashaq Hussain, respectively, both serving as AD, FCS&CA.

The order further states that Mr. Mohammad Hussain, JKAS, OSD with Divisional Commissioner Kashmir, has been designated as the nodal officer at the divisional level to coordinate with all district nodal officers and ensure effective grievance redressal.

The authorities have also shared contact numbers of the nodal officers and control rooms to facilitate public access and prompt response to complaints. (NVI)

PBAS Launched at PCR Kashmir to Boost Financial Transparency and Real-Time Budget Monitoring in J&K Police

Srinagar, Apr 2 (NVI): In a major push towards digital governance and financial accountability, the PHQ Budget Allocation Software (PBAS) was inaugurated at PCR Kashmir by Ajay Shanker Singh, Principal Chief Controller of Accounts, Ministry of Home Affairs.

In a significant step towards strengthening financial transparency, accountability, and efficiency, Dr. Ajay Shanker Singh, ICAS, Principal Chief Controller of Accounts (CCA), Ministry of Home Affairs, inaugurated the PHQ Budget Allocation Software (PBAS) at PCR Kashmir today.

The PBAS platform has been developed to streamline the process of budget allocation, monitoring, and utilization within Police Headquarters.

The initiative marks a major advancement in adopting technology-driven solutions to enhance financial governance and operational efficiency.

The inauguration ceremony was attended by senior officers including DGP J&K Nalin Prabhat-IPS, Spl DGP Coordination PHQ Shri S.J.M. Gillani-IPS, ADGP Headquarters J&K M.K. Sinha-IPS, IGP Kashmir V.K. Birdi-IPS, DIsG of Traffic, Armed Kashmir, CID Kashmir, CKR Srinagar and other senior officials attended through VC.

Speaking on the occasion, Dr. Ajay Shanker Singh emphasized the importance of digital platforms in ensuring transparency, accuracy, and real-time financial oversight.

He noted that systems like PBAS play a crucial role in strengthening governance and optimizing the use of public resources.

DGP J&K Nalin Prabhat highlighted the significance of modern financial management systems in enhancing institutional efficiency and accountability within the police organization.

A detailed presentation and live demonstration of the PBAS software was delivered by Shakeel Maqbool ICAS-IFA J&K, who outlined its key features and functionalities.

He stated that the implementation of PBAS aligns with the broader vision of digital transformation and will facilitate efficient planning, allocation, and monitoring of budgetary resources while minimizing delays and manual errors.

On the occasion, DGP J&K presented a memento to Dr. Ajay Shanker Singh as a token of appreciation.

LG Assents to Three Bills Passed by J&K Legislative Assembly

Srinagar, Apr 2 (NVI): The Jammu and Kashmir Legislative Assembly was on Thursday informed that the Lieutenant Governor has given assent to three Bills passed by the House.

The Secretary, Legislative Assembly, Manoj Kumar Pandit, informed the members that the Lieutenant Governor approved the legislations on March 31, 2026.

The Bills include the Jammu and Kashmir Jan Vishwas (Amendment of Provisions) Bill, 2026 (L.A. Bill No. 1 of 2026), the Jammu and Kashmir Eliminating Discrimination Against Persons Affected by Leprosy Bill, 2026 (L.A. Bill No. 2 of 2026) and the Jammu and Kashmir State Civil Courts (Amendment) Bill, 2026 (L.A. Bill No. 03 of 2026).

The Secretary read out the official communication in the House, confirming that all three Bills have received the Lieutenant Governor’s assent.(NVI)

Govt Cracks Down on Non-Compliant Stone Crushers in J&K; 527 Units Running: Dy CM

Jammu, Apr 2 (NVI): Jammu and Kashmir Deputy Chief Minister Surinder Choudhary on Thursday said that 527 stone crusher units are currently operational in the Union Territory, while asserting that development works have not been affected by the closure of non-functional units.

Replying to a Calling Attention Motion moved by legislator Balwant Singh Mankotia in the Legislative Assembly, Choudhary said that out of a total of 691 registered units, 164 are non-functional, including 48 that have been sealed or closed for non-compliance.

He said the functioning units are operating in accordance with prescribed norms, and their operations are being regulated under the Jammu & Kashmir Minor Mineral Concession, Storage, Transportation of Minerals and Prevention of Illegal Mining Rules, 2016, along with guidelines of the Pollution Control Committee.

The Deputy Chief Minister said strict action has been taken against units violating norms such as lack of environmental clearance, consent, or pollution control measures. Despite being given adequate time to rectify deficiencies, non-compliant units failed to do so and were consequently shut down, he added.

Choudhary said the government has ensured adequate supply of construction material to executing agencies, preventing disruption to development projects while also curbing illegal mining and revenue loss.

He further said regular inspections are being conducted to check illegal operations, and reiterated the government’s commitment to balancing developmental needs with environmental protection through strict enforcement of rules.(NVI)

New Delhi, Apr 2 (NVI): The Mechanised Infantry Regiment of the Indian Army on Thursday marked its 47th Raising Day with a solemn wreath-laying ceremony at the National War Memorial in New Delhi and a memorial lecture focusing on emerging strategic challenges, reaffirming its commitment to operational excellence and national service.

On the occasion of the 47th Raising Day of the Mechanised Infantry Regiment, a solemn wreath-laying ceremony was conducted at the National War Memorial, New Delhi, to honour the bravehearts who made the supreme sacrifice in the line of duty. At the National War Memorial, Major General R Premraj, Additional Director General of Mechanised Infantry, along with serving personnel, laid a wreath and paid rich tributes on behalf of all ranks of the Regiment.

As part of the Raising Day commemorations, the 6th General K Sundarji Memorial Lecture was also organised at the Sapta Shakti Auditorium, Jaipur Military Station, under the mentorship of Lieutenant General PS Shekhawat, Chief of Staff, South Western Command and Colonel of the Mechanised Infantry Regiment. The theme of the lecture, “Challenges of Pursuing Strategic Autonomy in an Increasingly Fractious World”, reflected the importance of strategic thought in a rapidly evolving global environment.

The lecture was organised by the Mechanised Infantry Centre and School in collaboration with the Centre for Land Warfare Studies, New Delhi. The keynote address was delivered by Lieutenant General Manjinder Singh, General Officer Commanding-in-Chief, South Western Command.

The lecture also featured distinguished speakers who shared insights on the changing international relations landscape, as well as defence and security perspectives. The event was attended by military personnel, veterans and scholars.

The Mechanised Infantry Regiment occupies a vital place in the Indian Army’s war-fighting framework, combining the mobility and firepower of mechanised platforms with the close-combat capability of infantry soldiers. The Regiment continues to adapt to the demands of the modern battlefield through capability enhancement and technological integration, ensuring that the Mechanised Infantry remains operationally ready, future-oriented and capable of operating effectively in multidomain operations.

Govt Places 136 Senior Lecturers as In-charge Principals, Promotions of ZEOs in Final Stage: Sakeena Itoo

Jammu, Apr 2 (NVI): Jammu and Kashmir Minister for Education, Sakeena Itoo, on Thursday said that 136 Senior Lecturers have been placed as in-charge Principals during December 2025 and January 2026, while the process to promote 114 Zonal Education Officers (ZEOs) as in-charge Principals is in its final stage.

Replying to a Calling Attention Motion moved by legislator Javid Hassan Baig in the Legislative Assembly, the Minister said the steps are aimed at filling vacant posts of Principals across the School Education Department (SED) in Jammu and Kashmir.

Itoo informed the House that out of 15 Higher Secondary Schools in Baramulla constituency, nine are currently without Principals, and efforts are underway to fill these posts through promotions.

She further said that 27 Teachers, Masters and Lecturers have been deployed in Higher Secondary Schools of Baramulla, in addition to their existing duties, to teach subjects in which they have expertise.

The Minister also informed that 594 Lecturer vacancies in various subjects have been referred to the Jammu and Kashmir Public Service Commission (JKPSC), with selection lists nearing completion and some selections already received.

She added that the department has also initiated placement of Postgraduate (PG) Masters and Teachers as in-charge Lecturers in different disciplines. Since January 2026, 48 PG Masters/Teachers have been elevated as in-charge Lecturers in Geography, 10 in Dogri and 87 in Political Science.

Itoo said that similar elevations in other disciplines are in the pipeline and will be finalised soon to address the shortage of subject-specific teachers across Jammu and Kashmir, including Baramulla constituency—(NVI)

Water Supply to Remain Disrupted in Parts of Srinagar on April 6: Officials

Srinagar, Apr 2 (NVI): The water supply in several parts of Srinagar and adjoining areas is likely to remain affected for nearly 24 hours on April 6 due to urgent repair works on the Sindh Power Canal water, officials said on Thursday.

The public notice issued by the Water Works Division Srinagar, the repair work will be carried out by the Canal and Irrigation authorities on April 6, impacting raw water supply to key water treatment plants at Alusteng and Rangil.

“As a result, potable water supply in major parts of Srinagar city and adjoining areas may face disruption for approximately 24 hours, beginning from 6 am on Monday (April 6) to 6 am on Tuesday (April 7),” the notice said.

The affected areas include Zakora, Gulab Bagh, Alusteng, Khalmulla, Habak, Naseem Bagh, Buchpora, Soura, Anchar, Zoonimar, Nowshera, Hawal, Alamgari Bazar, Rajouri Kadal, Nallahmar, Nowhatta, Lal Bazar, Hazratbal, Nigeen, Rainawari, Khanyar, Nawab Bazar, Habba Kadal, Basant Bagh, Karan Nagar, Eidgah, Maharajgunj, Zaina Kadal, Batamaloo and adjoining localities.

Authorities have advised residents to store sufficient water to meet their needs during the period of disruption.

Officials said the PHE Provincial Control Room will remain operational round-the-clock to address public grievances regarding water shortage.

They also expressed regret over the inconvenience caused to the public.(NVI)

No Immediate Shortage of Essentials in J&K, Says Omar Abdullah

Srinagar, Apr 02 (NVI) : Jammu Jammu and Kashmir Chief Minister Omar Abdullah on Thursday said that stocks of LPG and other essential fuels in the Union Territory are adequate at present, while cautioning that a prolonged international conflict could impact supplies in the future.

Speaking to reporters, the Chief Minister said that Jammu and Kashmir, like the rest of the country, has no direct control over global developments. He, however, assured that the current reserves of essential commodities, including fuel, are sufficient for the next 10–15 days.

He added that if the conflict continues for a longer duration and shortages emerge at the national level, the Union Territory could also face disruptions. “As of now, there is no immediate cause for concern,” he said.

Referring to a recent meeting convened by Prime Minister Narendra Modi, Abdullah said the Centre has assured uninterrupted supply of essentials through multiple channels.

He further said that the administration is closely monitoring the situation and any changes will be promptly communicated to the public.(NVI)
