Coronavirus cases surpass 90 million-mark worldwide

New Delhi (NVI): More than 90.2 million people around the world have been confirmed to have the coronavirus, while the death toll has crossed 19,34,000, according to the Johns Hopkins University tally. Over 49.9 million patients have recovered from the deadly disease globally.

The number of coronavirus infections in the US have surpassed 22.4 million, while the number of fatalities caused due to the deadly contagion have exceeded 3,74,000 in the country.

Brazil’s coronavirus cases have crossed the 8.1 million-mark and stands at 8,105,790 while the number of deaths have surged past 2,03,000.

Meanwhile, the new strain of the coronavirus, first detected in Britain, has been confirmed in Mexico for the first time.

South Korea reported fewer than 500 new coronavirus infections on Monday for the first time since record high daily case numbers over the Christmas holiday period.

The Korea Disease Control and Prevention Agency (KDCA) reported 451 new cases. Overall the coutnry has reported a total of 69,114 cases, with 1,140 deaths.

Furthermore, one in five people in England may have had coronavirus, new modelling suggests, equivalent to 12.4 million people, rising to almost one in two in some areas.

Centre guides states on Co-WIN management ahead of Covid vaccine rollout

New Delhi (NVI): With the massive Covid-19 vaccination drive across the country set to begin on January 16, the Central Government today guided States and UTs on the management of Co-WIN software, an app developed by the Union Health Ministry to monitor real-time Covid vaccine delivery.

The Centre has been proactively carrying activities towards preparing for the nationwide roll-out of COVID-19 vaccine in close collaboration with States/UTs and all stakeholders.

In this regard, the Health Ministry today held a virtual conference with administrators from States and UTs on the CoWIN software which forms the backbone of the last mile vaccine administration.

The meeting was chaired by Ram Sewak Sharma, Chairman of Empowered Group on Technology and Data Management to combat COVID-19 and member, National Expert Group on Vaccine Administration of COVID-19. It was attended by the State Principal Secretaries, NHM Mission Directors, and State Immunisation officers and senior officers of the Health Ministry.

During the meeting, the feedback of the States/UTs on the Co-WIN software and its operational use, emanating from the dry runs, was discussed in detail.

R S Sharma gave an overall view of the Co-WIN software and the principles that shall underpin the technology back-up for the vaccination exercise. He said that robust, dependable and agile technology shall form both the foundation and the back-up for the country’s COVID-19 vaccination which shall be the world’s largest immunisation exercise. This is an unprecedented scale of immunization, he pointed out.

Addressing the participants, he stated that the process should be citizen-centric, and built on the approach that the vaccine shall be available anytime and anywhere. He stressed on the need to be flexible without compromising on quality. He reiterated that the inclusivity, speed and scalability have been kept in mind while designing the unique digital platform with all components being portable, synchronous without excessive and unnecessary dependencies.

The EG Chairperson underscored the critical importance of capturing the vaccination data in real time, stating that this was non-negotiable; while the posting of data on the portal may be online or offline in view of connectivity issues being highlighted by few states.

He also critically highlighted the caution one needs to exercise to ensure that there are ‘no proxies’ at all; the beneficiaries need to be uniquely and undeniably identified, he strongly reiterated. Speaking on the use of Aadhar platform, he advised the States to urge the beneficiaries to seed their current mobile number with Aadhar for registration and consequent communication through SMS; there cannot be any proxies for Aadhar authentication.

He pointed out that it is extremely important to clearly identify person who is getting vaccinated and keep a digital record on who gets vaccinated by whom, when and which vaccine. He also advised the States and UTs that the data collection should meet the purpose of facilitating work and that needs to be validated at the field levels.

Apart from that, there was a detailed and comprehensive discussion on the experience of the States/UTs. Their feedback and the consequent changes in software/protocols based on those inputs were deliberated upon. These included issues such as: Session allocation/planning/time slotting; Work flow allocation; Vaccinator’s allocation; Sending SMS to vaccinators and beneficiaries; and connectivity issues.

J&K LG declares ‘heavy snowfall’ as state specific natural calamity under SDRF

Jammu (NVI): Extending the much-needed relief to the people of snowbound areas, Jammu and Kashmir Lieutenant Governor Manoj Sinha today declared ‘heavy snowfall’ as state-specific natural calamity under SDRF norms.

The LG was chairing a meeting to take stock of the winter management, particularly, snow clearance efforts of the J&K administration, with all DCs and SSPs of Kashmir Division, through virtual mode, at the Raj Bhavan here today.

Pertinently, ‘Heavy Snowfall’ was not figuring in the list of ‘Natural Calamities’ under SDRF norms, due to which disbursement of relief and ex-gratia for the damages due to heavy snowfall was not possible for the Districts’ Disaster Management Authorities, the official spokesman said in a statement.

Due to declaration of ‘Heavy Snowfall’ as a ‘Natural Calamity’; processing of ex-gratia relief under SDRF will become faster, thereby giving a huge relief to the affected public of snow bound areas.

The Lt Governor sought a detailed report on issues and problems faced by the public due to heavy snowfall and future course of action of the administration at all levels to overcome the challenges thereof, the spokesman said.

On being apprised about the shortage of small rescue vehicles for the movement of people requiring medical assistance, particularly, in remote areas and areas having narrow lanes, the LG directed that 4×4 rescue vehicles/ambulances be provided to snow affected districts with immediate effect for helping the people in distress.

The LG also asked the officers to be more sensitive and responsive to the issues of the public and take requisite measures to minimise the difficulties of common people.

“Be visible and take early measures. Need more feet on the ground. Quickly reach out to the people to address their needs and requirements,” LG Sinha asked the officers.

The Lt Governor also lauded the efforts of employees working 24×7 on ground in challenging climatic conditions. He directed for rationalising deployment of machinery and equipment for snow clearance from the roads, besides making necessary emergency facilities available to render critical help in contingent situations.

Taking cognizance of media reports, social media posts and grievances received from the public, the LG asked the administration to identify gaps and take immediate corrective measures to fill the same to redress the concerning issues of the people.

He also directed the officers to continuously monitor the situation and work in synergy with various departments to avoid any inconvenience to the people.

During the meeting, Sinha took a detailed district wise review of the overall status of power scenario, snow clearance, road connectivity, water supply, essential supplies, disaster management, food supplies, availability of power buffer stock and other issues.

He emphasised on provision of all basic services to the people, in particular, power, water, road connectivity, food, LPG and other essential commodities without any interruption. He further directed the officers to keep a check on the increase in prices of essential commodities, if any, and take corrective measures.

The Lt Governor also assessed the implementation of the directions passed in previous winter preparedness meetings.

Rajeev Rai Bhatnagar, Advisor to the J&K LG; BVR Subrahmanyam, Chief Secretary; Rohit Kansal, Principal Secretary, Power Development Department and Information Department; Shailendra Kumar, Principal Secretary, Public Works (R&B) Department; Pandurang K. Indian citizens abroad can renew International driving permit online now

New Delhi (NVI): The Ministry of Road Transport and Highways has issued a notification to facilitate the issuance of International Driving Permit (IDP) for Indian citizens whose IDP has expired while they are abroad.

The notification in this regard was issued on Thurdsay. Earlier, there was no mechanism for renewal of international driving permit while Indian citizens were abroad and their IDP had expired, the Transport Ministry said in a statement.

Now, with this amendment, it is proposed that Indian citizens can apply for renewal through the Indian Embassies/Missions abroad, from where these applications would move to the VAHAN portal in India, to be considered by the respective RTOs, the Ministry said. The IDP would be couriered to the citizen at his/her address abroad by the respective RTOs.

This notification also removes the conditions of a Medical Certificate and a valid visa at the time of making the request for the IDP in India, according to the Ministry.

The idea is that a citizen who has a valid driving licence should not have a requirement for another medical certificate. Further, there are countries where the Visa is issued on arrival or Visa is issued at the last moment. in such cases,  VISA is not available when applying for the IDP in India before travel. Hence, IDP application can be made with out VISA now, the Ministry added.

Bird flu: Central teams visiting affected sites; Delhi, Maharashtra test reports awaited

New Delhi (NVI): With bird flu confirmed in seven states, central teams formed for monitoring the situation in the affected areas of the country are visiting the affected sites while test reports of the samples sent to the designated laboratory from Delhi, Maharashtra are still awaited, the Government said today.

No samples have been confirmed positive in wild birds from Balod district, Chhattisgarh which were tested earlier, the Ministry of Fisheries, Animal Husbandry and Dairying said today in a statement on the status of Avian Influenza in the country.

The Ministry said that after confirmation of Avian Influenza positive samples in poultry (two poultry farms) of Panchkula district, Haryana, State has deployed nine Rapid Response team and control and containment operation is underway in both the epicentres.

Samples of crow/wild birds have been confirmed for Avian Influenza (H5) from Surat district of Gujarat and Sirohi district of Rajasthan, it said.

Apart from thatr, reports of unusual deaths of 86 crows and 2 egrets were received from Kangra district (Himachal Pradesh). Reports of unusual mortality of wild birds have also been received from Nahan, Bilaspur and Mandi in Himachal and samples have been sent to the designated laboratory for testing, the Ministry said.

The Department has issued advisories to the affected States so as to avoid further spread of disease. So far, the disease has been confirmed from seven states (Kerala, Rajasthan, Madhya Pradesh, Himachal Pradesh, Haryana, Gujarat and Uttar Pradesh).

In addition to that, control and containment have been completed in both the affected districts of Kerala and Post Operational Surveillance Programme guidelines have been issued to the State, the Ministry said.

The central teams formed for monitoring the situation in the affected areas of the country are visiting the affected sites. One of the central teams reached Kerala on January 9, 2021 and is presently monitoring the epicentre sites and conducting epidemiological investigation. Another central team reached Himachal Pradesh on January 10, 2021 and undertaking survey in the affected areas, it said.

States have been requested to build awareness among the public and avoid the spread of misinformation regarding AI. States/UTs have been requested to increase surveillance around water bodies, live bird markets, zoos, poultry farms, etc. proper disposal of carcass, and strengthening of bio-security in poultry farms.

Govt issues guidelines for continued education of migrant children

New Delhi (NVI): In order to ensure that migrant children have access to proper education, especially in the wake of Covid-19 pandemic, the Ministry of Education has issued guidelines for identification, admission and continued education of such children.

“In order to mitigate the impact of challenges thrown by the COVID-19 pandemic for out of school children, it was felt necessary for every State/UT to devise a proper strategy for preventing increased dropouts, lower enrolments, loss of learning and deterioration in the gains made in providing universal access, quality and equity in the recent years, the Ministry of Education said in a statement.

The Ministry has issued guidelines to make sure that school-going children have access to education with quality and equity and to minimise the impact of the pandemic on school education across the country.

In this regard, the Ministry has prepared and issued detailed guidelines on steps to be taken by the States and UTs during school closure and when the school re-open.

As per the guidelines, focus has been laid on continued education for Out of School Children (OoSC) and Children with Special Needs (CWSN)

States and UTs have been asked to carry out proper identification of OoSC for 6 to 18 years age group through a comprehensive door-to-door survey and prepare action plan for their enrolment.

Apart from that, enrolment drives may be undertaken at the beginning of academic year such as Praveshotsav, School Chalo Abhiyan etc. The States and UT’s may undertake awareness generation among parents and community for enrolling and attendance of children.

They have also been asked to create awareness on practicing three Corona appropriate behaviors – wear mask, six-feet distance and washing hands with soap for which IEC material was shared on November 6 with the States and UTs, the Ministry said.

In addition to this, migrant students will be provided support including counseling, large scale awareness and targeted home visits. To support home-based education, distribution of educational material and resources, supplementary graded material, workshops, worksheets etc has been advised.

The States/UTs may also take measures to increasing the access of children to online/digital resources, TV Radio etc., to reduce learning loss.

Steps may also be taken towards preparation and running of school readiness modules/bridge course for initial period when the schools re-open so that they (migrant children) can adjust to the school environment and do not feel stressed or left-out.

The Ministry has also instructed States and UTs to take steps for teacher capacity building. In this direction, effective utilisation of online NISHTHA training modules and online training module for Corona responsive behavior is to be launched on DIKSHA portal soon. Use of alternative Academic Calendar prepared by NCERT for joyful engagement of children in learning is also recommended.

89 sites identified as Delhi gears up for Covid vaccination drive

New Delhi (NVI): The Delhi government has identified 89 sites which include 36 state-run hospitals and 53 private hospitals, for Covid-19 vaccination drive in the national capital, as India gears up for the vaccine roll out from January 16.

Delhi health minister Satyendar Jain today said that in the first phase of vaccination in Delhi, only frontline health workers will be administered shots against the infection.

The government or state-run hospitals, where vaccination will take place, include AIIMS, Safdarjung, Lok Nayak, GTB, and Hindu Rao, among others.

Private hospitals include Max, Fortis, Apollo, BL Kapur, and Gangaram, etc. Jain said that vaccines to all the centers will be supplied by the Delhi government and will be free for the beneficiaries.

The Delhi health minister further said the first batch of vaccines will arrive by Tuesday or Wednesday. After the health workers, those aged above 50 and those below 50 who have co-morbidities will be administered the vaccine shots.

Pertinent to mention here that the Drugs Controller General of India (DCGI) has given authorisation to two coronavirus vaccines — Covishield by Serum Institute of India and Covaxin by Bharat Biotech, so far.

Meanwhile, Delhi has recorded around 399 fresh coronavirus cases in the last 24 hours. With this, the tally of COVID-19 cases in the national capital has reached over 6.30 lakh, while the death toll mounted to 10,678. 12 Covid deaths have been recorded in the last 24 hours, according to the latest health bulletin.

Afghan Public Protection Force spokesman among 3 killed in Kabul IED blast

New Delhi (NVI): In another brazen terror attack by the Taliban in Afghanistan, three people including a spokesman of the country’s Public Protection Force were killed in a deadly explosion in Kabul city this morning, reports TOLO news.

According to the Afghan news portal, the blast occurred around 8:30 am (local time) in the Kart-e-Naw area of PD8 in Kabul city. The deceased spokesman has been identified as Zia Wadan who was on his way to office.

“Zia Wadan and two of his colleagues were killed and another person was wounded,” TOLO News quoted an official statement as saying.

In earlier reports, three people were killed and two were wounded in the blast. Although no group has claimed responsibility for the blast, the Afghan Interior Ministry has blamed the Taliban.

Afghanistan’s President Ashraf Ghani has condemned the blast and called it “a crime against humanity and against Islamic values.”

“The increase of violence by the Taliban shows that the group opposes the spirit of peace and is not committed to peace, and the group seeks to kill innocent people and damage public facilities,” he was quoted as saying by TOLO news.

PM condoles deaths in Indonesia plane crash

New Delhi (NVI): Prime Minister Narendra Modi today offered condolences to the families of those who lost their lives in a plane crash in Indonesia as a Boeing 737 passenger plane of Indonesia’s Sriwijaya Air, with more than 50 passengers onboard, crashed into the sea yesterday.

PM Modi said that India stands with Indonesia in this hour of grief. “Deepest condolences to the families of those who lost their lives in the unfortunate plane crash in Indonesia. India stands with Indonesia in this hour of grief,” the Prime Minister said in a tweet.

According to reports, Indonesia divers have located parts of the wreckage of Boeing 737-500 at a depth of 23 meters (75 feet) in the Java Sea.

The plane had gone missing soon after take-off from Jakarta airport yesterday.

Sriwijaya Air flight SJY182 took off from the airport in the Indonesian capital and was headed to Pontianak in West Kalimantan province, according to media reports.

The flight lost more than 10,000 feet of altitude in less than one minute, about 4 minutes after departure from Jakarta.

IED recovered from Mendhar in J&K’s Poonch, destroyed

Jammu (NVI): A major tragedy was averted today as a 2.5 kg IED (Improvised Explosive Device) was recovered from an unclaimed motorcycle in Mendhar area of Poonch district in J&K and destroyed by the Bomb Disposal Squad of the Indian Army.

According to J&K Police, the unclaimed two-wheeler on BG Road in Mendhar with some “IED-type object” found adjacent to it triggered panic in the area following which authorities closed Mendhar-Gohlad road and a team of Bomb Disposal Squad was rushed to the spot.

“During the intervening night of 9 and 10 January, one Pulser motorcycle (JK02BP/7298) was found in suspicious conditions at Pankha (Mendhar Gohlad) road, about 3 kilometers from Mendhar. The locals informed Police Station Mendhar following which a police party along with Army’s 49RR rushed to the spot.  Some ‘IED type object’ was found near the motorcycle. The area has been cordoned off,” an official told NVI earlier.

SDPO Mendhar ZA Jafri said that a suspicious object was found along with the bike and that the BDS squad was called while the road was closed.
