Army Recovers Five AK Rifles, War-Like Stores from Hideout in J-K’s Kupwara

Srinagar, Jul 7 (NV): Security forces on Monday unearthed a terrorist hideout in the Keran sector of Jammu and Kashmir’s Kupwara district and recovered five AK-series rifles along with a cache of arms, ammunition and war-like stores, officials said.

Acting on specific intelligence inputs, the Army launched a search operation in the Keran sector, leading to the discovery of the hideout, they said.

The recoveries included five AK-series rifles, nine AK magazines, one hand grenade, ammunition and other war-like stores, officials added.

The Army’s Chinar Corps said the operation was based on intelligence inputs and that searches in the area were continuing.

Srinagar, July 6 (NVI) A hideout of terrorists was today unearthed by the Indian Army in Kupwara district of Kashmir, close to the Line of Control (LoC), and a large cache of arms and ammunition were recovered.

The recoveries included 5 AK assault rifles, its 9 magazines, huge cache of ammunition and a hand grenade, the Indian Army said tonight.

The hideout in Keran area of Kupwara district was unearthed during an operation launched on the basis of specific intelligence inputs, it said.

A search operation in the area is still underway, said the Srinagar-based Chinar Corps in a post on X. (NVI)

J&K changes rules to allow MLAs to provide up to Rs 20 lakh for treatment of poor patients

Srinagar, Jul 6 (NVI): The Jammu and Kashmir government on Monday amended the Constituency Development Fund (CDF) guidelines to allow MLAs to allocate up to Rs 20 lakh annually from their CDF for providing financial assistance to poor patients suffering from life-threatening diseases.

According to an official order, the assistance will be available to patients belonging to Below Poverty Line (BPL) families and other economically weaker categories notified by the government.

Under the revised guidelines, financial assistance of up to Rs 5 lakh can be provided for organ transplantation, up to Rs 2.75 lakh for cancer treatment and up to Rs 1 lakh for chronic kidney disease requiring dialysis.

Assistance may also be extended for other diseases notified by the government.

The order said the financial aid would be limited to the uncovered portion of the treatment cost after beneficiaries have exhausted assistance available under existing schemes, including PM-JAY SEHAT, the Medical Aid Trust (MAT) and the Cancer Treatment and Management Fund for Poor (CTMFFP).

The amendment is aimed at extending financial support to economically weaker patients requiring treatment for critical illnesses, it added.(NVI)

Cyber Crimes: J&K Chief Secretary directs early rollout of Digital Arrest prevention mechanism

Srinagar, Jul 6 (NVI): Jammu and Kashmir Chief Secretary Atal Dulloo on Monday reviewed the Union Territory’s cyber crime prevention framework and directed officials to expedite the operationalisation of the proposed Digital Arrest prevention mechanism.

Chairing a high-level meeting here, Dulloo asked the departments concerned to monitor progress on a monthly basis and complete all statutory, administrative and technical formalities within the stipulated timeline to make the system fully operational at the earliest, officials said.

He also directed departments to upload the progress on the Pragati Portal by July 20 and submit all pending proposals and required documents to facilitate the issuance of necessary government orders.

Expressing concern over the rising incidents of cyber fraud and online financial crimes, the chief secretary stressed the need to strengthen institutional capacity through regular training and skill development of officials engaged in cyber crime investigation and digital enforcement.

He also called for a widespread public awareness campaign through print, electronic and digital media to educate people about digital arrest scams, online financial frauds and cyber safety measures.

Dulloo said public awareness, technological preparedness and coordinated institutional response were essential to effectively tackle cyber crime and protect citizens from increasingly sophisticated online frauds.

The meeting was attended by senior officers from the Home, IT and Law departments, as well as the police and crime investigation wings.

Officials also reviewed the roadmap for implementing the Digital Arrest mechanism, infrastructure preparedness, existing gaps and measures to strengthen the cyber security ecosystem across Jammu and Kashmir, officials added.—(NVI)

CM Omar Abdullah Pushes For Faster Power Reforms, Infra Upgrade in J&K

Srinagar, Jul 6 (NVI): Jammu and Kashmir Chief Minister Omar Abdullah on Monday reviewed the functioning of the Power Development Department and directed officials to accelerate reforms and modernisation efforts to ensure reliable and efficient electricity supply across the Union Territory.

Chairing a high-level meeting, Abdullah stressed timely completion of key power projects, reduction of transmission and distribution losses, strengthening of infrastructure and improving the financial sustainability of the power sector, officials said.

During the meeting, officials informed the Chief Minister that projects worth over ₹5,700 crore are under execution in Jammu and Kashmir under the Revamped Distribution Sector Scheme (RDSS), with works valued at nearly ₹4,700 crore aimed at reducing losses having largely been awarded.

The review covered the progress of metering reforms, installation of aerial bunched (AB) cables, feeder segregation, augmentation of distribution transformers, underground cabling and strengthening of the distribution network.

Officials said billing efficiency has improved from 56 per cent in 2021-22 to 77 per cent in 2025-26, while Aggregate Technical and Commercial (AT&C) losses have declined, leading to better revenue realisation and a reduced gap between power purchase costs and revenue.

The Chief Minister also reviewed the impact of reduced hydroelectric generation due to low water availability this summer, which has increased dependence on power purchases during peak demand.

Officials briefed him on measures being taken to maintain uninterrupted electricity supply.

Abdullah directed the department to closely monitor project implementation, remove execution bottlenecks and improve accountability. He also called for expansion of AB cable networks, strengthening of the transmission system and greater use of technology to improve reliability and consumer services.

The meeting also discussed proposals for additional investments, including battery energy storage systems, rooftop solar projects, expansion of transmission infrastructure and electrification of uncovered habitations, particularly in remote and border areas.

Reiterating that reliable and affordable electricity remains a key priority of his government, the Chief Minister asked the department to adopt a results-oriented approach to build a modern and financially sustainable power sector in Jammu and Kashmir, officials said.—(NVI)

Delhi Pilgrim Dies at Panjtarni Base Camp During Amarnath Yatra

Srinagar, July 6 (NVI): A pilgrim died after suffering chest pain at the Panjtarni base camp along the annual Shri Amarnath Yatra route, officials said on Monday.

The deceased has been identified as Jitender Pal, a resident of Delhi.

He said the pilgrim was staying overnight at the Panjtarni base camp when he complained of chest pain during the night.

His family members immediately shifted him to Panjtarni Hospital, where doctors examined him and declared him brought dead.

The official added that the body was later shifted to Baltal for completion of legal and administrative formalities. —(NVI)

NIA Charges Hafiz Saeed in Supplementary Chargesheet in Pahalgam Terror Attack Case

New Delhi, Jul 6 (NVI): The National Investigation Agency (NIA) on Monday filed a supplementary chargesheet against Pakistan-based Lashkar-e-Taiba (LeT) chief Hafiz Saeed in connection with the 2025 Pahalgam terror attack that claimed the lives of 26 people, including 25 tourists and a local civilian.

The chargesheet was filed before the NIA Special Court in Jammu, naming Saeed in his individual capacity as well as the chief of the banned LeT and its proxy outfit, The Resistance Front (TRF).

According to the agency, Saeed has been charged under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA), including offences related to waging war against India and criminal conspiracy allegedly hatched from across the border.

The supplementary chargesheet forms part of the agency’s ongoing investigation and contains details of the alleged conspiracy, Saeed’s role and evidence collected through scientific investigation and field inquiries, the NIA said.

The agency had earlier filed its original chargesheet on December 15, 2025, naming Pakistani handler Sajid Jatt, three terrorists killed during Operation Mahadev in July 2025, two arrested accused, and the banned LeT/TRF as a legal entity for allegedly planning and executing the attack.

The terror attack took place at Pahalgam in south Kashmir’s Anantnag district on April 22, 2025, when terrorists targeted tourists, killing 26 people.

The case was initially registered at Pahalgam Police Station before being handed over to the NIA by the Union Ministry of Home Affairs. The agency said its investigation into the larger cross-border conspiracy is continuing.(NVI)

Five Govt officials, 9 Fair Price Shop dealers in Kashmir booked for Rs 5.57 Cr Embezzlement

Srinagar, July 6 (NVI): Five officials of Food and Civil Supplies Department of Jammu and Kashmir and 9 Fair Price Shop (FPS) dealers in Kupwara district have been booked by Anti-Corruption Bureau (ACB) for allegedly cheating the exchequer to the tune of over Rs 5.57 crore.

The case originated from a communication by the Director of Food, Civil Supplies & Consumer Affairs (FCS&CA), Kashmir, seeking criminal action after departmental inspections and physical verification detected large-scale shortages of government food grains at Lountha Granary and several Fair Price Shops in Karnah in Kupwara district of Kashmir, according to the ACB.

A joint surprise inspection initially found a shortage of 4,175.89 quintals of rice at the Lountha Granary, it said in a statement.

Subsequent verification by a departmental sub-committee and the ACB revealed further shortages at government sale centres and Fair Price Shops falling under Tangdhar, Karnah-A and Karnah-B circles, causing an estimated loss of Rs 5,57,18,657.25 to the government exchequer, the statement said.

The ACB alleged that the shortages were the result of a well-planned criminal conspiracy involving public servants and Fair Price Shop dealers who misappropriated government food grains entrusted to them by abusing their official positions for unlawful financial gain.

According to an official statement, the FIR (No. 02/2026) has been registered at Police Station ACB Baramulla under provisions of the Prevention of Corruption Act and the Bharatiya Nyaya Sanhita (BNS) after obtaining prior approval from the General Administration Department (GAD), Government of Jammu and Kashmir.

The FIR names five FCS&CA officials and nine FPS dealers, including then Assistant Storekeepers Umar Bashir alias Raja Umer and Ashiq Hussain Mir, besides other accused.

Following registration of the case, the ACB has launched searches at multiple locations and initiated further legal proceedings.

J&K Lt Governor Pushes for Economic, Political Empowerment of Women

Srinagar, Jul 6 (NVI): Lieutenant Governor Manoj Sinha on Monday said women’s empowerment is essential for building a developed Jammu and Kashmir, asserting that the progress of women is directly linked to the progress of society.

Addressing a felicitation ceremony of Gender Equity Advocates in Srinagar, Sinha said women have historically played a vital role in preserving the social fabric of Kashmir and contributed significantly to the region’s social, cultural and spiritual legacy.

He said he envisioned a Jammu and Kashmir where women lead in education, industry, entrepreneurship, governance and public policymaking, and where every girl grows up believing her aspirations have equal value and opportunity.

The Lieutenant Governor expressed confidence that women’s political participation would increase significantly in the coming years, saying the country has created an enabling environment for greater representation of women in electoral politics.

Highlighting government initiatives aimed at strengthening women’s economic independence, Sinha referred to schemes such as Hausla, Mumkin, Rise Together, Umeed, DGP Sakhi and Krishi Sakhi.

He also noted that female students have consistently outperformed their male counterparts in higher education, with women securing nearly 70 to 75 per cent of university gold medals.

Calling for collective efforts to promote gender equality, Sinha urged young people and men to actively support women’s leadership, saying the responsibility of empowering women cannot rest on women alone.(NVI)
