Lt Gen Rajiv Ghai Appointed Military Adviser in National Security Council Secretariat

New Delhi, June 12 (NVI): Lieutenant General Rajiv Ghai, former Director General of Military Operations (DGMO), has been appointed as the Military Adviser (MA) in the National Security Council Secretariat (NSCS), official sources said on Friday.

Lt Gen Ghai, a senior Army officer with extensive experience in operational planning, military strategy and national security affairs, will provide crucial military inputs to the country’s top security decision-making mechanism.

The Military Adviser plays an important role in advising the National Security Council Secretariat on defence and strategic matters and acts as a key link between the armed forces and the national security establishment.

The NSCS assists the National Security Council in assessing security challenges, formulating policy responses and coordinating strategic initiatives related to national security. Officials said Lt Gen Ghai’s vast operational and leadership experience is expected to further strengthen the country’s security planning and inter-agency coordination.

His appointment comes at a time when India continues to focus on enhancing its national security preparedness and strategic capabilities amid evolving regional and global security challenges. (NVI)

SC says Homemakers are ‘building blocks’ of national progress, fixes Rs 30,000 monthly earning

New Delhi, June 12: In a landmark judgment, the Supreme Court has described homemakers or housewives as the “building blocks for the nation’s road to holistic progress” and fixed Rs 30,000 as their notional monthly income, applicable for motor accident insurance claims.

“It is ironic to describe a homemaker as dependent on earning members when, in reality, the household’s functioning depends substantially on the homemaker,” said a Supreme Court bench of Justices Sanjay Karol and N K Singh.

“The earning members are, in fact, solely dependent on the homemaker, but alas, this reality does not receive the acknowledgement it deserves. Efforts have been made across fields to some success, but undeniably, the road is still long,” it said.

The court ruling came in a case related to insurance amount payable for the death of a woman in a road accident on November 25, 2001.

In December 2023, the Motor Accidents Claims Tribunal ordered the payment of Rs 2,42,000 to the woman’s legal heirs by way of insurance.

In December 2024, the Punjab and Haryana High Court enhanced this to Rs 8.43 lakh with 7.5 per cent interest from the date of filing of the claim petition, following which her heirs approached the top court.

The Supreme Court raised it from Rs. 8.4 lakh to Rs 62.78 lakh, saying the loss of a homemaker is “not limited to husband and children”.

“It also directly impacts the women’s own parents, who have been deprived of the love and company of their child, who have lost the support and comfort of this person and are left alone with this boundless grief.

“Still further, the loss is acutely felt by her in-laws, who are more often than not members of the same household and therefore dependent on the love, labour and dedication of this person for food or medicines, for doctor’s visits, or even for the regular company over a morning tea.

Strict arithmetic calculation does not lend its services to any of these scenarios,” Justice Karol wrote in the judgement.

“When the efforts of the homemaker towards the husband and children are taken on the whole, it cannot be disputed that although her labour, be emotional or physical, is within the four walls of the home, its impact is much wider,” the Supreme Court said.

“In enabling the direct contribution today of their husbands and tomorrow of their children, they are the building blocks for the nation’s road to holistic progress,” the bench said.

The bench said that in cases involving the death of a homemaker, Motor Accident Claims Tribunals, High Courts, and the Supreme Court should award an additional lump-sum amount of Rs 30,000 under the head of “loss of domestic care”.

The amount, it said, would help offset the inherent disadvantage faced by homemakers when compensation is calculated on the basis of a conservatively assessed notional income.

It added that the amount should take into account the homemaker’s contribution to the household’s smooth functioning, the loss of maternal support for children, the loss of spousal support, the support and care of an adult child, and the support and care of the deceased’s parents.

The bench clarified that the amount of Rs. 30,000 is “to be taken as a ‘stand-in’ (basic minimum monthly income) for monthly income in cases where the homemaker does not have an input into the house, in strictly conventional, monetary terms.

“In those cases where the homemaker is part of the workforce, the component of loss of domestic care shall be in addition to the monthly income as may be proved before the Tribunal/Courts.”

Homemakers Undervalued

The top court of the country said the work performed by homemakers is often undervalued even when routine household tasks such as cooking, cleaning and caregiving play a vital role in supporting the paid workforce and enabling economic productivity.

These contributions are generally not recognised as productive economic activity in measures such as Gross Domestic Product (GDP), it said.

“To put the enormity of what is missed out by these conventional methods” of calculating notional income, “it may be noted that every day, around 16 billion hours individual are devoted to unpaid domestic work and care,” the bench said.

The court also referred to a Time Use Survey conducted in 2019, “which highlights the extent of unpaid domestic and caregiving work, particularly undertaken by women.”

 It said the survey found that women aged 15–59 spend more than seven hours a day on unpaid domestic work, compared with fewer than three hours for men.

On average, women undertake 2.6 times more unpaid caregiving and household responsibilities, even while also engaged in income-generating work.

“This one-sided scenario is probably one of the reasons why the country has a low female labour force participation at 31.7 per cent, since the societal framework generally presumes such responsibilities to be automatically falling upon women. Women’s unpaid caregiving work is estimated to contribute 15-17 per cent of India’s GDP, yet it remains unpaid and unrecognised,” the bench said.

Contribution of Women

The court said women’s contribution to the society extends far beyond biological reproduction as they play a central role in nurturing and developing human capital, which underpins the country’s broader aspirations, including its goal of becoming one of the world’s largest economies.

“It is often said that a mother is the first teacher that a child has. This teaching, however, is not like a school or a college, which has a definite end date and instead continues for the entire lives of both the mother and the child. Whatever positive act is undertaken by the child, such as learning a skill, a language, a trade or a profession, is informed by the training that is given daily by the mother.” (NVI)

CM Omar Abdullah Raises Srinagar Airport Closure Issue with Centre, Seeks Measures to Minimise Disruption

New Delhi, June 12 (NVI): Jammu and Kashmir Chief Minister Omar Abdullah on Friday raised concerns with Defence Minister Rajnath Singh and Civil Aviation Minister Kinjarapu Rammohan Naidu over the proposed closure of Srinagar International Airport from October 1 to 16 for the third phase of runway resurfacing works.

During separate meetings in New Delhi, Abdullah urged the Centre to review the closure schedule, saying the move could adversely affect tourism, business activity and public convenience during the peak autumn tourist season in Kashmir.

While acknowledging that the resurfacing work is essential for operational safety and respecting the assessment of the Indian Air Force, the chief minister expressed concern over the timing of the final phase, which coincides with one of the busiest periods for the Valley’s tourism industry.

Abdullah said air services to Kashmir have already been affected since April due to earlier phases of the project and warned that a complete suspension of flights in the first half of October could impact the tourism, hospitality, transport and handicrafts sectors, which support thousands of livelihoods in the Union Territory.

Highlighting the wider economic implications, he said the proposed closure could lead to travel disruptions, cancellations and inconvenience for both residents and tourists while affecting business activity during a crucial tourism season.

In his meeting with Singh, Abdullah requested that the Indian Air Force explore the possibility of shortening or phasing the final stage of the runway work without compromising safety or operational requirements.

He also suggested that if a complete closure of Srinagar Airport becomes unavoidable, limited civil flight operations could be allowed from the Air Force Station at Awantipora Air Base to maintain essential air connectivity.

The chief minister recalled that during runway resurfacing works in 2010, civil flights had operated from Awantipora under a coordinated arrangement involving the ministries of defence and civil aviation.

“We are working on possible alternatives to minimise the disruption and maintain a basic flight schedule as was done in the past when the airport closed for similar reasons in 1998 and 2010,” Abdullah said.

During his meeting with Naidu, Abdullah sought the civil aviation ministry’s intervention in discussions with the defence ministry to review the timing of the final phase of the project, including the possibility of shortening, phasing or shifting the closure to a less busy travel period.

He also called for contingency arrangements in coordination with the defence ministry and the Indian Air Force to ensure continued air connectivity to the Valley if the closure cannot be avoided.

The chief minister stressed that any alternative operational arrangement would require extensive inter-agency coordination and advance planning and should therefore be initiated well before the scheduled closure period.(NVI)

Two Soldiers Injured in Accidental Grenade Blast Near LoC in Poonch

Poonch, June 12 (NVI): Two Indian Army soldiers were injured in an accidental grenade blast during a training session near the Line of Control (LoC) in Jammu and Kashmir’s Poonch district on Friday, official sources said.

Official sources that the incident occurred in a forward area close to the LoC while troops were engaged in a routine practice exercise. According to sources, the explosion took place after a grenade accidentally detonated during the training drill.

The injured soldiers were immediately evacuated from the site and shifted to a nearby military hospital for treatment. Their condition is reported to be stable, though an official statement regarding the nature and extent of their injuries is awaited.

Army authorities have taken cognizance of the incident, and an inquiry is likely to be initiated to ascertain the circumstances that led to the accidental blast.

Amit Shah to Review Amarnath Yatra Preparedness on Friday

New Delhi, June 12 (NVI): Union Home Minister Amit Shah will chair a high-level meeting on Friday to review security and administrative preparedness for the upcoming Shri Amarnath Ji Yatra, official sources said.

The meeting is scheduled to be held at 11 am and will be attended by National Security Advisor Ajit Doval, Jammu and Kashmir Lieutenant Governor Manoj Sinha, Chief of Army Staff General Upendra Dwivedi, Director General of the CRPF G.P. Singh, and other senior officials.

Sources said the meeting will focus on security arrangements, logistics, deployment plans, and coordination among various agencies to ensure the smooth and safe conduct of the annual pilgrimage.

The Shri Amarnath Ji Yatra is scheduled to commence later this month amid heightened security measures across Jammu and Kashmir.(NVI)

 

US military again attacks oil vessel with Indians in Oman Gulf, third in four days

New Delhi, June 11: Reflecting an outrageous sequence of events, the US military once again hit a vessel with Indian crew on board near the coast of Oman, in third such incident in 4 days.

The Guinea-Bissau-flagged oil tanker MT Jalveer was attacked, a day after a Palau-flagged vessel was hit in which 3 Indian nationals were killed.

MT Jalveer had 20 Indian crew on board and all of them were rescued safely, said Indian Embassy in Muscat, the capital of Oman.

“A U.S. aircraft fired two Hellfire missiles into the ship’s engine room after the crew repeatedly failed to comply with directions from U.S. forces,” said US military’s Central Command (CENTCOM) in a post on social media.

It said the U.S. forces “disabled” the tanker in the Gulf of Oman “after the vessel violated the blockade against Iran by attempting to transport Iranian oil, marking the third commercial ship disabled by American forces this week.”

It pointed out that earlier this week, U.S. aircraft disabled Palau-flagged vessels M/T Marivex and M/T Settebello on Monday and Tuesday, respectively.

“Marivex violated the blockade by attempting to sail to an Iranian port and Settebello attempted to transport Iranian oil,” the CENTCOM said.

All these vessels had Indians on board.

Among these incidents, the attack on M/T Settebello on Tuesday resulted in the killing of 3 Indians, while 21 others were rescued safely by the authorities of Oman.

After the Settebello attack, India’s Ministry of External Affairs summoned Acting US Ambassador in New Delhi last evening and lodged a protest over the attack.

Despite that, the US again targeted a vessel carrying Indians, causing an outrage in the country.

The attacks come as fighting flared up again today between the US and Iran. (NVI)

Man Held for Allegedly Impersonating Intelligence Bureau Officer in Kathua

Jammu, June 11 (NVI): A 25-year-old man was detained for questioning after he was allegedly found impersonating an Intelligence Bureau (IB) official and carrying a purported identity card of doubtful authenticity in Jammu and Kashmir’s Kathua district, officials said on Thursday.

A police said that the individual, identified as Ankush Sharma, a resident of Ward No. 6 in Kathua, had reportedly been presenting himself as an IB employee while assisting his father at a tea stall in the Sabzi Mandi area of the town.

Acting on specific information, officials took cognizance of the matter and questioned the suspect regarding the identity card allegedly in his possession. He was subsequently taken to the Joint Interrogation Centre (JIC) Nagri for verification and further investigation.

New Delhi, June 11 (NVI): Union Home Minister Amit Shah on Thursday said the Armed Forces (Special Powers) Act (AFSPA) is likely to be withdrawn from almost the entire Northeast by next year, with only one or two states expected to remain under its purview.

Addressing a function after the signing of a tripartite Memorandum of Understanding (MoU) between the Centre and the governments of Assam and Nagaland for oil and mineral exploration in disputed border areas, Shah said the shrinking footprint of AFSPA reflects the significant improvement in the security situation across the region.

He termed the Assam-Nagaland agreement a landmark step that would strengthen peace and accelerate economic growth in the Northeast.

“The atmosphere of peace and stability in the region has improved considerably. We are hopeful that AFSPA will be removed from most Northeastern states in the coming year,” Shah said.

The Home Minister said the agreement removes a major obstacle to Prime Minister Narendra Modi’s vision of transforming the Northeast into a key centre of growth and opportunity. He noted that the pact would facilitate exploration of oil, natural gas and mineral resources in areas where development activities had remained stalled for more than three decades due to border disputes and security concerns.

Shah said unlocking these resources would attract investment, generate employment and contribute significantly to the region’s economic development.

Highlighting the potential of the project, he said one oil field in the identified area alone has recoverable reserves valued at over ₹15,000 crore. Effective utilisation of Nagaland’s energy resources, he added, could help reduce India’s dependence on imported fuel.

The Home Minister also underscored the Centre’s continued focus on the Northeast, stating that Prime Minister Modi has given unprecedented attention to the region and visited it more frequently than any previous Prime Minister.

Since 2019, the Centre has signed 12 peace accords with various groups and state governments, resulting in nearly an 80 per cent decline in violence-related incidents across the Northeast, Shah said.

Describing the MoU as an example of cooperative federalism, he said the agreement would pave the way for sustained development, prosperity and shared progress for the people of Assam and Nagaland. (NVI)

At NITI Aayog Meet, Cm Omar Abdullah  Seeks Greater Central Support for J-K’s Development

New Delhi, Jun 11 (NVI): Jammu and Kashmir Chief Minister Omar Abdullah on Thursday sought greater central investment and institutional support for the Union Territory, pitching for enhanced infrastructure, tourism, healthcare and hydropower development during the NITI Aayog Governing Council meeting chaired by Prime Minister Narendra Modi.

Addressing the meeting on the theme “Inclusive Human Development for Viksit Bharat @2047”, Abdullah said Jammu and Kashmir’s development journey has been marked by significant progress in education, healthcare and skill development despite challenges posed by difficult terrain and scattered habitations.

He said the people of Jammu and Kashmir have chosen peace, democracy and progress, laying a strong foundation for sustained growth and development.

Highlighting achievements in the social sector, the chief minister referred to the operationalisation of IIT Jammu, IIM Jammu and AIIMS Jammu, expansion of medical colleges from three to ten, and skill training provided to over 90,000 youth under the Pradhan Mantri Kaushal Vikas Yojana.

Abdullah urged the Centre to extend the SASCI “Pride of Hills” Special Development Assistance to Jammu and Kashmir, saying development financing frameworks should adequately account for geographical disadvantages faced by hill regions.

The chief minister also highlighted Mission YUVA, describing it as a key initiative for promoting entrepreneurship and employment. He said the programme has mapped entrepreneurial potential across 24 lakh households and identified over 5.5 lakh prospective entrepreneurs.

Referring to economic diversification in the Union Territory, Abdullah said Jammu and Kashmir recorded 2.36 crore tourist arrivals in 2024, while the Rs 5,000-crore Holistic Agriculture Development Programme has benefited over 6.5 lakh farmers.

On infrastructure and energy, he underlined the Union Territory’s hydropower potential of nearly 14,867 MW and called for strengthening the J-K-Centre joint venture model beyond 2028 to fully utilise resources in the Chenab and Jhelum river basins.

The chief minister also described the Udhampur-Srinagar railway line as a vital all-weather connectivity corridor and sought augmentation of rail services ahead of the apple season to support the region’s horticulture sector.

Among the proposals submitted to the Centre were approval of 10 new tourism circuits under a proposed Rs 5,500-crore tourism development plan, institutional partnerships for promotion of medicinal and aromatic plants, apples and wool, and establishment of government medical colleges in the eight districts that currently lack such facilities.

Abdullah said Jammu and Kashmir remains committed to contributing to the vision of Viksit Bharat 2047 and seeks stronger partnership with the Centre to unlock its human and natural potential for national growth.(NVI)

CM Omar Abdullah Meets PM Modi, Raises Statehood, Development Issues

New Delhi, Jun 11 (NVI): Jammu and Kashmir Chief Minister Omar Abdullah on Thursday met Prime Minister Narendra Modi and discussed a range of issues concerning the Union Territory, including restoration of statehood, economic development, infrastructure projects and promotion of tourism.

During the meeting held in the national capital, Abdullah apprised the prime minister of various issues related to Jammu and Kashmir and sought support for initiatives aimed at accelerating growth and development in the region, official sources said.

The chief minister stressed the importance of early restoration of statehood to Jammu and Kashmir and also discussed matters concerning economic progress, ongoing infrastructure works and efforts to boost tourism and investment.

In a post on social media platform X, Abdullah said he discussed key issues relating to Jammu and Kashmir with the prime minister and thanked him for his continued support to the Union Territory.

He also congratulated Modi on completing 12 years in office, describing it as a significant milestone in the country’s political journey.

The Prime Minister’s Office also shared details of the meeting.
